HRA Meeting
Minutes – Tuesday, July 21, 2015
Page 7
1
together to take action, Member Etten noted the HRA already being a partner in that process
2
and at the same table.
3
4
Member Masche opined this was a magnificent area of Roseville with its location and
5
amenities, and expressed disappointment that it experienced negative issues, suggesting it may
6
be due to the multi-jurisdictional nature of that corridor along Rice Street.
7
8
Ms. Kelsey advised that several members of staff were participating with the working group.
9
Ms. Kelsey also addressed that partnership provided by the HRA through seed money for the
10
ECHO project, and favorable impressions and global interest expressed by others through that
11
seed money, in developing videos in five different languages for tenants and owners of multi-
12
tenant buildings to address their rights and responsibilities that may be outside their cultural
13
norms.
14
15
E.While not in disagreement with this items, Member Etten suggested the exploration of land
16
trusts as discussed at the last joint meeting with the City Council seemed not to be
17
expanded this much, and this appeared to him as an addition to that initial discussion.
18
19
Member Elkins clarified that the HRA did not hold financing, and participants were still
20
required to get a loan, but the land was owned by the trust, with several different land trust
21
options available in Minnesota; and as noted by Chair Maschka, the house remained separated
22
and only the value of the home could increase.
23
24
Ms. Raye noted that when the property was sold, only the improvements and shared equity
25
were sold, with caps placed on the cost of the property that it would or could ever sell for and
26
without market appreciation in order that it remain categorized as “affordable housing.” Ms.
27
Raye opined it was a great concept, proven to work, and the neighborhood was not even aware
28
of the designation of the property as such, blending it in with the neighborhood.
29
30
Goal 3. Continue to provide programming to support homeowners and businesses
31
A.Member Etten suggested language revision as follows: “Continue helping residents sustain
32
high quality residence\[s\]\[and first-time homeowners\] to make enhancements/upgrades.”
33
Member Etten advised this addressed the crux rather than focusing on any eligibility
34
requirements.
35
B.Member Wall suggested changing language to read: “Business Recruitment” rather than
36
only “Commercial.”
37
C.While seeking to support and continue this effort, Chair Maschka suggested tweaking
38
language; with Ms. Raye suggesting a change as follows: “Continue review and
39
enforcement of the rental licensing program.”
40
F.Consensus of the body was to revise to include “marketing efforts” as part of this
41
initiative.
42
G. At the request of Member Masche, Member Etten clarified that the intent of this initiative
43
was specific to businesses education.
44
H. By consensus, the body added an additional item specifically addressing continuing to
45
provide area realtor continuing education opportunities and license credits.”
46
47
Goal 4. Retain and attract desirable housing and businesses that leads to employment,
48
investment, and commitment to the community
49
A.Member Wall, with consensus of the body, suggested changing “might” to “will.”
50
B.Ms. Raye noted the repetition of some areas addressing affordable housing, referencing
51
Initiative “C” immediately after this initiative “B.” Ms. Raye advised that the intent was
52
to capture the additional role of the HRA as advocates and to be more visible and vocal for
53
affordable and sustainable housing. Ms. Raye noted the disappointment expressed by
54
many in the rejection by the City Council last night of the Sherman Apartment Project.
55
Using that as an example, Ms. Raye asked the HRA if it was the role of the HRA to be
