HRA Meeting <br />Minutes – Tuesday, July 21, 2015 <br />Page 9 <br />1 <br />2 <br />3 <br />4 <br />Consensus of the body was to reward Initiative “E” to include “metrics and timelines about <br />5 <br />projects.” <br />6 <br />7 <br />I.Chair Maschka noted the intent was to assess or consider alternatives for the Home & <br />8 <br />Garden Fair; whether or not that rose to the priority level or not; but to address how better <br />9 <br />to spend staff time to address other priorities. <br />10 <br />11 <br />Member Etten suggested that would spin out over the year as the HRA assessed the Fair; and <br />12 <br />questioned if someone else was to coordinate the Fair, would the HRA retain the educational <br />13 <br />pieces or do those in a different way. Member Etten opined those were valuable services the <br />14 <br />HRA needed to analyze whether to continue or not as it looked at its outreach efforts. <br />15 <br />16 <br />Member Wall suggested that be accomplished in year 1 of the Strategic Plan; with concurrence <br />17 <br />by Chair Maschka to accomplish that analysis soon. <br />18 <br />19 <br />Since the original intent of the Fair was to promote the HRA, Member Masche questioned if <br />20 <br />that educational component – about the HRA specifically – had been done or not. <br />21 <br />22 <br />Chair Maschka noted the great synergy at the Fair from local companies and those attending. <br />23 <br />However, Chair Maschka noted the problem with the amount of time spent by staff in <br />24 <br />accomplishing the effort when that expensive staff time could be working on other goals and <br />25 <br />initiatives. <br />26 <br />27 <br />Member Wall asked if the HRA was part of Roseville University. <br />28 <br />29 <br />Ms. Kelsey responded that the HRA was not part of it this time around, as classes were <br />30 <br />switched around and broken into departments, with the Community Development Department, <br />31 <br />of which the HRA was part of, was focusing on the Planning and Inspection sides of the <br />32 <br />department, with the HRA an area of focus for future class offerings. <br />33 <br />34 <br />Chair Maschka opined the programs offered by the HRA at the Ramsey County Library – <br />35 <br />Roseville Branch, were positive and good for young people and newer homeowners. <br />36 <br />37 <br />Member Etten suggested, when offering those educational opportunities, a brief “commercial” <br />38 <br />about the HRA be included about its work and providing additional information to participants <br />39 <br />about the role of the HRA. <br />40 <br />41 <br />Ms. Kelsey advised this was not currently being done, but noted it would be an opportune time <br />42 <br />to do so. Ms. Kelsey noted the missing piece of the previously-used brochure that was handed <br />43 <br />out about the HRA, but that had been put on hold for updated design/development this year as <br />44 <br />other workload responsibilities took priority. Ms. Kelsey advised that Ms. Reilly was more <br />45 <br />than capable and had the expertise to design the brochure provided that moved up on her <br />46 <br />priority list again as defined by the HRA following this Strategic Plan Update. <br />47 <br />48 <br />Member Etten opined that, if the Home & Garden Fair was removed, a priority should be <br />49 <br />added to promote what the HRA can and does do in the community. <br />50 <br />51 <br />Consensus of the body was that “marketing” was not included anywhere in the plan now, but <br />52 <br />should be added (reference Goal 3.F). <br />53 <br />54 <br />Ms. Kelsey reviewed some of the marketing by HRA staff (e.g. when hooking up to the City <br />55 <br />water line), but noted the lack of availability of a current welcome packet at this time. <br /> <br />
