HRA Special Meeting <br />Minutes – Tuesday, June 30, 2015 <br />Page 14 <br />1 <br />Ms. Raye suggested it be part of the HRA’s goal for partnership development. <br />2 <br />3 <br />Chair Maschka noted the availability of strategic partners with the Ramsey County HRA that had not <br />4 <br />been available in the past. <br />5 <br />6 <br />Member Etten suggested inviting Ramsey County HRA staff to a future Roseville HRA meeting to <br />7 <br />discuss and learn about what they’re doing and potential areas for collaboration. <br />8 <br />9 <br />Member Wall suggested empowering staff to seek ideas from those good organizations to expand the <br />10 <br />horizon and not to worry about criticism or risk. Member Wall opined that it was up to the HRA to <br />11 <br />determine the amount of risk they wanted to take, and further opining that good projects often have a <br />12 <br />significant amount of risk involved. However, Member Wall suggested emboldening staff and the <br />13 <br />HRA’s expectations of staff and acceptance of their mistakes and potential downturns, without staff <br />14 <br />feeling they bore full responsibility. <br />15 <br />16 <br />Ms. Raye noted “room for initiatives” as a goal. <br />17 <br />18 <br />Member Etten suggested making sure if something did fail, that responsibility didn’t fall on staff, but <br />19 <br />the HRA took full responsibility. <br />20 <br />21 <br />Member Elkins reiterated that the community land trust was one such initiative to pursue. <br />22 <br />23 <br />Member Wall suggested the Roseville HRA set the stage for innovations and new ideas, and be the first <br />24 <br />to do something, not just mirror what others have done. Member Wall opined that this would be an <br />25 <br />HRA goal to make developers and the City proud of such projects. <br />26 <br />27 <br />Ms. Raye suggested “community engagement process” or “more ownership of HRA projects” as a goal; <br />28 <br />but questioned if that included anything general in terms of citizen engagement or should be embedded <br />29 <br />as part of each project. Referencing a comment made earlier tonight by Member Majerus, Ms. Raye <br />30 <br />noted the concern that people didn’t know enough about the HRA; and questioned if there was a <br />31 <br />broader community effort to accomplish that goal for more awareness. <br />32 <br />33 <br />Member Etten noted the addition of the back page in each City News newsletter that highlighted <br />34 <br />businesses and HRA initiatives; opining that projects drive interest and suggested as the HRA takes on <br />35 <br />projects in the future, they be highlighted in the newsletter since it went to every household in <br />36 <br />Roseville. <br />37 <br />38 <br />Member Lee noted that would be even more appropriate now that the HRA was getting more involved <br />39 <br />versus their past planning to build up programs or things that were not as visible as an actual project, <br />40 <br />such as the Dale Street Project. <br />41 <br />42 <br />Chair Maschka agreed that, with the HRA now running more projects than programs in the past, it was <br />43 <br />much more visible. <br />44 <br />45 <br />Ideas from the Public <br />46 <br />Rita Mix <br />47 <br />Having attended a recent HRA meeting as well as a City Council meeting, Ms. Mix reiterated her <br />48 <br />project at the Old Highway 8 and County Road C-2 neighborhood, seeking any follow-up by the HRA <br />49 <br />since her initial presentation. Ms. Mix highlighted several other aspects for potential elderly or senior <br />50 <br />housing that she opined would be best suited to develop on remaining vacant parcels in this area <br />51 <br />involving parcels in the City of Roseville and immediately adjacent to the Village of St. Anthony. Ms. <br />52 <br />Mix provided a history of their townhome development; initial development plans since 2002; and the <br />53 <br />existing development(s) as they stood today. Ms. Mix opined that there was a definite need for single- <br />54 <br />level townhomes with basements; and asked that the HRA consider that need before considering any <br />55 <br />more multi-unit buildings.
