HRA Special Meeting <br />Minutes – Tuesday, June 30, 2015 <br />Page 17 <br />1 <br />Redevelopment on a larger scale, involving strategic acquisition and investment <br />2 <br />Business recruitment, enhancement and retention. <br />3 <br />4 <br />Further discussion include addressing blight areas (Twin Lakes Redevelopment Area upgrades and Se <br />5 <br />Roseville) or whether to have one goal of “blight reduction” to address business retention and <br />6 <br />commercial building blight; or “including all under “commercial enhancement,” including a <br />7 <br />commitment for residential and commercial properties. <br />8 <br />9 <br />Member Majerus opined that would address the HRA’s name and its purpose. <br />10 <br />11 <br />Member Etten noted that the HRA’s focus now was more on the residential component even though not <br />12 <br />specific; but as more resources moved into the business/commercial area, it involved part of the overall <br />13 <br />100%, including economic development, business climate, and building quality. <br />14 <br />15 <br />Ms. Raye suggested rather than “intentional” redevelopment, there may be something about general <br />16 <br />residential property support that could be continued from the initial list, or as another category to <br />17 <br />continue providing resources for residents to empower them around their own housing needs. <br />18 <br />19 <br />Chair Maschka agreed, noting this could simply be a “continuation of loan programs,” such as for gap <br />20 <br />financing too (e.g. GMAC and others). <br />21 <br />22 <br />In reviewing 2014 work plan goals, Ms. Raye concurred with a category to continue residential loan <br />23 <br />programs. <br />24 <br />25 <br />While recognizing that the plate (list of goals) was already full, Chair Maschka suggested including <br />26 <br />affordable senior housing; but noted the complexity of the huge issue of the SE Roseville corridor, <br />27 <br />which is not only complicated by may be a long-term issue. <br />28 <br />29 <br />Member Wall opined it could also prove a real tar pit and the HRA could get sucked into something it <br />30 <br />had not intended; where if a broader coalition was involved and they lost interest or were not as <br />31 <br />involved, it may create a slippery slope. Member Wall suggested the HRA’s involvement and a clear <br />32 <br />determination of its participation. <br />33 <br />34 <br />However, Chair Maschka noted that the HRA served as a conduit for housing and funding, and in <br />35 <br />coordinating and sharing with other agencies, and sharing its concerns, resolution in fixing those <br />36 <br />blighted areas in Roseville could be addressed but could not be accomplished without the intervention <br />37 <br />of someone. <br />38 <br />39 <br />Ms. Raye suggested exploring a goal focusing on the HRA’s role in the SE Roseville initiative and <br />40 <br />other ideas, exploring relationships with other agencies, including potential partnerships. Ms. Raye <br />41 <br />suggested another goal would be to continue to improve and/or strengthen the partnership of the City <br />42 <br />Council and HRA, and to include citizens in that partnership. <br />43 <br />44 <br />Further evolution of updated goals identified are as follows: <br />45 <br />Residential Investment <br />46 <br />Commercial Recruitment, enhancement and Investment <br />47 <br />Continue to support single-family housing through providing assistance to residents <br />48 <br />Advance partnerships <br />49 <br />Address and streamline organizational effectiveness <br />50 <br />51 <br />Further group discussion included noting that under “residential investment,” there may not be a need <br />52 <br />for more senior housing, but “affordable” senior housing remained a viable need. <br />53 <br />54 <br />Member Etten opined that senior housing also needed to include options for market rate apartments and <br />55 <br />affordable general housing, as well as affordable senior housing, based on the most recent housing <br /> <br />
