HRA Special Meeting <br />Minutes – Tuesday, June 30, 2015 <br />Page 21 <br />1 <br />2 <br />Member Etten advised that such a presentation was planned for the next Roseville Business Council <br />3 <br />next month. <br />4 <br />5 <br />Mr. Bilotta advised that, at a staff level, discussions had been held to make demographic information <br />6 <br />more regularly presented to the HRA beyond that census information and comprehensive plan work <br />7 <br />done by the City Council every ten years. Mr. Bilotta addressed the baby boomer impacts on housing <br />8 <br />and the upcoming millennial generation coming in totally different demographically and their specific <br />9 <br />housing choices for long-term. Mr. Bilotta noted that staff had provided a few examples to the HRA in <br />10 <br />their recent meetings, and offered to provide more information if the HRA was interested, with staff <br />11 <br />receiving little feedback to-date on those initial offerings. <br />12 <br />13 <br />Regarding SE Roseville, Mr. Bilotta reported on the interagency group work being done to focus on the <br />14 <br />Karen immigrant group; and questioned where the HRA fit in. Mr. Bilotta noted the HRA’s initial <br />15 <br />involvement in partial funding for the ECHO project. While the City of Roseville was not in control of <br />16 <br />all four corners of this corridor based on the multi-jurisdictional nature and other agencies involved, Mr. <br />17 <br />Bilotta suggested it may be prudent for Roseville to start pushing those other jurisdictions. Mr. Bilotta <br />18 <br />opined that the role of the Roseville HRA was not probably suited to become an umbrella for the efforts <br />19 <br />in SE Roseville, but suggested it could be instrumental in fitting the pieces together, whether through <br />20 <br />infill redevelopment beyond other social service delivery issues by those other agencies. <br />21 <br />22 <br />Specific to the west side of I-35W and long-term redevelopment, Mr. Bilotta agreed there could be <br />23 <br />future opportunities within 3-5 years, but other things were already locked in place. <br />24 <br />25 <br />Member Wall opined that consideration should be in place. <br />26 <br />27 <br />Chair Maschka opined that with the adjacent tank farms, it could be a hard site to redevelop in any <br />28 <br />meaningful way. <br />29 <br />30 <br />Mr. Bilotta addressed the issues with national versus local involvement in the tank farm; long-term <br />31 <br />warehouse vacancies; and other interesting options pursued by other communities; and potential on the <br />32 <br />east and west side of the I-35W corridor. <br />33 <br />34 <br />In conclusion, Ms. Raye provided a brief recap addressing where the HRA had come from, their <br />35 <br />successes and what to carry forward, and development of this draft portfolio mix and buckets/goals. <br />36 <br />Ms. Raye reiterated that she and staff would now work to narrow tonight’s discussion and develop <br />37 <br />strategic goals and specific initiatives for discussion at the next HRA meeting, at which priorities could <br />38 <br />be determined. <br />39 <br />40 <br />Member noted the need to address staffing and a frank discussion whether the current model that had <br />41 <br />proven itself in the past still worked moving forward. <br />42 <br />43 <br />Member Etten agreed, opining that was part of the focus, but also inherent in the budgeting process. <br />44 <br />45 <br />By consensus, members agreed that tonight had proven informative, with lots of great ideas. <br />46 <br />47 <br />Dates for next meetings/Next Steps <br />48 <br />Ms. Kelsey advised that HRA will next meet to continue this discussion, as well as in their regular <br />49 <br />meeting on Tuesday, July 21; with Ms. Raye noting distribution of a quasi-draft plan via e-mail prior to <br />50 <br />that meeting. <br />51 <br />52 <br />11.
