HRA Meeting <br />Minutes – Tuesday, June 16, 2015 <br />Page 6 <br />1 <br />Mr. Waldron noted if an establishment was required to be forced into redevelopment mode, so <br />2 <br />be it. Mr. Waldron opined that the really positive thing for Roseville is its realistic capacity to <br />3 <br />get that done and not prove insurmountable. Mr. Waldron noted that the City’s staff gets it, <br />4 <br />and Roseville is strategically placed to accomplish it. Mr. Waldron recognized that it may not <br />5 <br />be easy, but not as difficult for this community as some. <br />6 <br />7 <br />At the request of Chair Maschka, Mr. Waldron opined that this should qualify under the <br />8 <br />definition of blight. <br />9 <br />10 <br />At the request of Chair Maschka, Mr. Bilotta responded that, prior to sending this report to <br />11 <br />Roseville lodging establishments, he would suggest working with Ms. Wearn as to what and <br />12 <br />how that would be most appropriate, or whether a face to face meeting around the table would <br />13 <br />be more valuable. <br />14 <br />15 <br />Chair Maschka noted the interest of the RVA in the results of this study for the same reasons <br />16 <br />as that of the City itself. While it was a huge financial issue to remove these problem motels, <br />17 <br />Chair Maschka noted the value of replacing them with quality establishments, proving a great <br />18 <br />asset for the community and all stakeholders. <br />19 <br />20 <br />As bad as the criminal activity is and its affect on the City of Roseville and those staying at the <br />21 <br />motels, Member Wall also noted the image it brings to developers and their clients and <br />22 <br />companies wishing to set up in Roseville, especially when that negative information is <br />23 <br />continually in the media with perception being reality in a lot of respects. From his <br />24 <br />perspective, Member Wall stated that the sooner this situation can be brought in line the better. <br />25 <br />26 <br />Chair Maschka thanked Mr. Waldron and Mr. Foutz for this report, opining it was a good start; <br />27 <br />and asked Mr. Bilotta for the process moving forward. <br />28 <br />29 <br />Mr. Bilotta advised that, with this information now in hand, the next step would be to put a <br />30 <br />working team together, anticipating that would involve various departments, including the <br />31 <br />Police and Community Development Departments, and the RVA and other agencies. At that <br />32 <br />point, Mr. Bilotta suggested bringing the City Council up to speed, and then returning to the <br />33 <br />HRA with a process and next steps identified. <br />34 <br />35 <br />9.Action / Discussion Items <br />36 <br />None. <br />37 <br />38 <br />10.Information Reports and Other Business (Reports by Staff and Board Members) <br />39 <br />40 <br />a.Foreclosure Report <br />41 <br />Mr. Bilotta reported that trends were still going down since the recession and continued to be <br />42 <br />uniform around the community with no obvious pockets indicated. <br />43 <br />44 <br />b.Land Use Report <br />45 <br />Mr. Bilotta referenced the series of reports provided and summarizing land use and code <br />46 <br />enforcement cases from 2011 – 2015, and highlighting the Business Enhancement and <br />47 <br />Neighborhood Enhancement statistics during that same timeframe. Mr. Bilotta noted a <br />48 <br />reduction in violations at 32%, with the community being more proactive in addressing issues <br />49 <br />before their neighborhoods or business areas were visited, and thus meeting the goal of <br />50 <br />prevention versus enforcement. <br />51 <br />52 <br />c.Development Activity Report <br />53 <br />Mr. Bilotta reported on the favorable results of the rental licensing program, with inspections <br />54 <br />now in round two, with some of the “D” rated properties now at “A.” Mr. Bilotta noted some <br />55 <br />of the properties have entered into a Memorandum of Understanding (MOU) for those longer- <br /> <br />
