Planning Commission Regular Meeting City Council Chambers, 2660 Civic Center Drive Minutes – Wednesday, June 3, 2015 1. Call to Order 1 Chair Michael Boguszewski called to order the regular meeting of the Planning Commission 2 meeting at approximately 6:57 p.m. and reviewed its role and purpose. 3 2. Roll Call & Introduction 4 At the request of Chair Boguszewski, City Planner Thomas Paschke called the Roll. 5 Members Present: Chair Michael Boguszewski; and Members Robert Murphy, James Daire, 6 Chuck Gitzen, James Bull, and David Stellmach 7 Members Excused: Vice Chair Shannon Cunningham had previously advised staff that she 8 may be unable to attend due to a delayed work-related meeting. 9 Staff Present: City Planner Thomas Paschke and Senior Planner Bryan Lloyd 10 3. Review of Minutes 11 May 6, 2015 Regular Meeting Minutes 12 MOTION 13 Member Murphy moved, seconded by Member Bull to approve the May 6, 2015 meeting 14 minutes as presented . 15 Ayes: 6 16 Nays: 0 17 Motion carried. 18 4. Communications and Recognitions: 19 a. From the Public (Public Comment on items not on the agenda) 20 Lisa McCormick, Wheeler Street (Twin Lakes Neighborhood) 21 As a twenty-year Roseville resident, Ms. McCormick opined that she felt it was 22 appropriate to appear tonight to welcome the two new members of the Planning 23 Commission, and to expressed her appreciation of their volunteer service for the 24 contribution for the benefit of all Roseville residents and its business community. 25 Ms. McCormick noted that, one year ago tomorrow, she had first appeared before the 26 Planning Commission representing her neighbors and their request to apply conditions to 27 approval of the Interim Permit (IU) submitted by applicant Vogel Sheetmetal based on 28 their concerns with the potential of this commercial/light processing use – and their 29 experience with past uses in adjacent properties – and its proximity to residential 30 properties. During that meeting, Ms. McCormick stated that she wasn’t sure if the 31 Planning Commission would agree with the neighborhood’s request or not, even though 32 she had pointed out that City Code offered such protections to residents as it related to 33 screening and other components. 34 Ms. McCormick expressed thanks that the Planning Commission had offered such a 35 condition as part of their recommended approval for subsequent submission and 36 approval by the City Council, even though the neighborhood was still in the process of 37 dealing with that issue a year later. Ms. McCormick expressed concern that it was still not 38 clear of the conclusion or whether the use and conditions were ready to go. 39 Ms. McCormick stated her reason for appearing before the Commission again tonight 40 was to ask them, when people came forward depending on the body to protect residents, 41 whether it appeared apparent or even doubtful in City Code, the body afford or reinforce 42 those apparent assurances. Ms. McCormick noted that, since she’d become more 43 involved with local government in Roseville, she had found that issues and responses 44 were often complaint driven for compliance, opining that she found that to set up a 45
