City of <br />Minnesota, USA <br />January <br />Letter Of Transmittal <br />To The Mayor, City Council and Community: <br />I. INTRODUCTION <br />Enclosed is the 2001 City Budget as prepared by city staff under the guidance of the City <br />Council. The Council established specific guidelines for the 2001 Budget in addition to the <br />Policies and Goals included. Those specific guidelines included: <br />The 2001 budget shall contain resources to bring a proposed Centre City plan to the City’s residents for their <br />referendum consideration <br />City efforts in improvements for residents and workers in the community shall be strongly encouraged. <br />The City shall provide continued support for community housing improvement. <br /> continued <br />The City’s infrastructure maintenance programs (Streets, pathways, parks, utilities, equipment) are to <br />Full use of intemet technology to provide citizens with enhanced information and transactional capability. <br />Service systemsdepartments <br />in allwill be considered in light of a changing population base and smaller employment <br /> <br />pools. <br />The emphasis has been on strengthening our neighborhoods and the budget needs to not only reflect the neighborhood, <br />but also recognize the community, as a whole is a neighborhood. <br /> Perfo <br />A high level of citizen satisfaction of the City’s public services shah be maintained. <br />A continuing review of city services and functions to eliminate programs no longer needed or desired by the <br />community and to include new services which may be desired by the citizens. <br />I-l <br /> <br />
