Fiscal Policies <br />Introduction <br />The following set of fiscal policies provides a framework to guide the City’s budget and financial <br />planning. Each policy includes a Purpose, Policy, and an Implementation section. The Purpose section <br />describes the intent of the policy. The Policy section describes the policy itself. The Implementation <br />section provides a way to evaluate the City’s progress toward carrying out the policy. <br />The policies are separated into three distinct categories: <br />Citv Policies-These <br />policies apply to general directions and methods, which may <br />not specific to the budget but do have an ultimate impact on the process since the budget is a reflection of <br />the Council’s community goals and priorities. <br />Budget Policies-These <br />policies are more typically directly related to budgeting guidelines and <br />specific details. <br />City may have special programs, which require specific policies <br />not normally covered in the previous categories but have significant impacts on the annual budget. <br />As part of the process, the Council formally adopts these policies each year at the time of the final budget <br />approval. <br /> <br />
