Description of Major General Governmental Revenues <br />Property Taxes <br />A major source of revenue for local government support is from local property taxes. It has been the City <br />Council’s policy to keep tax increases at or below the rate of inflation The City’s total tax levy reflects this <br />policy and shows an annual increase at a rate of very near the current inflation rate of 2.6%. <br />The following table illustrates the actual tax levies for this period. <br />Property Taxes <br />5 Year Comparison <br />Tax Increments <br />The City of Roseville has been active in a tax increment development program since the early 1980’s. <br />Tax increments are new property taxes generated by new development (See Glossary for a full definition). <br />The increment is then available for specific uses permitted within Minnesota State Statutes.
