REQUEST FOR COUNCIL ACTION
Date: 8/17/2015
Item No.: 15.a
Department Approval City Manager Approval
% "`f p
Item Description: Fire Department Stafiing Program Update & Discussion
BACKGROUND
Throughout 2014 the Fire Department provided education and communication to the City
Council regarding the concept of transitioning the Fire Department from a primarily part-time
staffing model to a model utilizing more full-time fireiighters and full-time supervision over a
period of time.
As part of the 2015 budget City Council approved the first step of the Fire Department's
transition plan, which was the hiring of six full-time firefighters. The new six full-time
firefighters started their career March 3, 2015.
While still early into the new program things have transitioned very well. The firefighters and
department are adjusting to the new changes.
The next step of the transition plan involved the single most important step of the plan, the
transition to 24/7 full-time supervision. As part of this transition step the Fire Department has
developed a reorganization plan which meets the goal of full-time supervision and is budget
neutral.
The reorganization plan will be presented in detail as part of tonight's presentation, but in
summary it includes the reestablishment of the Assistant Chief position, moving the three
Battalion Chief positions to on-duty supervisor working 24/7/365, and bringing a more
manageable work schedule to the current part-time staff.
Prepared by: Timothy O'Neill, Fire Chief
