RCA Exhibit A <br />4�� subject to specific conditions considered reasonable and/or necessary for the protection <br />4� of the public health, safety, and general welfare. <br />47 Section 1009.03D of the City Code specifies that three specific findings must be made in arder to <br />4� approve a proposed interim use: <br />49 a. The proposed use will not impose additional costs on the public if it is necessary for the <br />5� public to take the property in the future. Because the service and storage of boats is similar to <br />5� the historical use of the subject property for storage and service of buses and semi-trailers, <br />�2 Planning Division staff believes that the continuation of the interim use would not <br />�s significantly exacerbate negative impacts on the land which may have occurred at any time <br />5�� during the past 40 years or more. <br />5� b. The proposed use will not create an excessive burden on parks, streets, and other public <br />5� facilities. Ten years of outdoor storage use has not proven to impose an excessive burden on <br />�� streets, parks, or other facilities, and Planning Division staff believes that renewed approval <br />5& will not lead to any increases is such impacts. <br />59 c. The proposed use will not be injurious to the surrounding neighborhood or othenvise harin <br />6o the public health, safety, and general welfare. Feedback offered at the applicant's November <br />6� 17th open house meeting suggests that the outdoor storage use has not been injurious to the <br />6� surrounding neighborhood or otherwise harmful to the public health, safety, and general <br />6� welfare, and Planning Division staff has no reason to expect otherwise if the approval is <br />6 � renewed. <br />6.: In any case, if an approved interim use fails to conform to any of these requirements or <br />6�> conditions of the approval and such problems are not ar cannot be reasonably resolved, the City <br />6�? may initiate a public hearing process to revoke the approval. <br />sb The Development Review Committee (DRC) reviewed this application at its November 13, <br />6� 2014, meeting and the screening of the storage area was the only topic of concern. The chain link <br />7o fence with fabric panels does not conform to the minimum standards for screening, but it was <br />�� supported for Boaters Outlet because it is a temporary use on a property that has been poised for <br />�2 redevelopment. This screening continues to be acceptable for the same reason, but the screening <br />7;� is absent from the gate and from the small section of fence abutting the building. Fabric panels <br />��? should be installed in these areas to complete the screening as viewed from County Road C. And <br />�� since redevelopment of the surrounding properties, and the potential for new sight lines from new <br />7i� public or semi-public locations, seems to be as much a possibility as redevelopment of the <br />77 subject site, the DRC recommends requiring the remainder of the outdoor storage area to be <br />7& screened, consistent with the standard screening requirements for outdoor storage uses, by the <br />79 time redevelopment of any of the surrounding parcels has been completed. <br />80 PUBLIC COMMENT <br />� � At the time this report was prepared, Planning Division staff had not received any additional <br />8� communications from the public about the interim use request. <br />83 PLANNING D[VISION RECOMMENDATION <br />84 Based on the comments and findings outlined above in this report, the Planning Division <br />85 recommends renewed approval of the proposed interim use, subject to the following conditions: <br />86 a. The outdoor storage area shall continue to be adequately screened as viewed from County <br />g� Road C.
