RCA Exhibit B <br />� PLANNING FILE 09-025 <br />2 Request by Boaters Outlet for renewed approval of outdoor storage of boats as an interim use at <br />s 1705 County Road C West <br />4 Vice Chair Boguszewski opened the Public Hearing for Planning File 09-025 at 6:20 p.m. <br />5 City Planner Thomas Paschke summarized the request and staff's analysis as detailed in the staff report <br />s dated December 3, 2014. Attachment D included written public comment received to-date and as noted. <br />� Discussion included screening on the site and where it was located in relationship to the other tenants in <br />8 this multi-tenant facility, with screening only intended for the outdoor boat storage, as the other uses are <br />g not part of the interim use. <br />� o Mr. Paschke opined that, if this area developed, he anticipated it would develop as one large parcel. <br />� � Member Cunningham expressed concern with areas called "display areas," that from her observation did <br />� 2 not seem very well fenced in and visible in the front of the lot when driving by. Since this would not be <br />13 considered far zoning as an automobile dealership, Member Cunningham questioned why this lot was <br />14 allowed to have a sales display area for boats. <br />� 5 Mr. Paschke clarified that the display of boats far sale was part of their display, and that the boats were <br />� s not stored for long periods of time, but used as a staging area. <br />17 Applicant Glenn Kloskin, Owner of Boaters Outlet <br />18 Mr. Kloskin addressed the area in question, noting that the display area had never really been used for <br />� g display, but only as a landing area to service boats; and noted that they were pulled into the back area <br />2o every night. Mr. Kloskin suggested that observing them in the display area my mean they were just <br />21 dropped off and had not yet been driven behind the fence. <br />22 Member Cunningham sought clarification from Mr. Kloskin that the boats were not sitting there for a <br />23 number of days. <br />24 Mr. Kloskin confirmed that they had been delayed in relocating the boats since winter came early and <br />25 with delivery of a truckload of new boats, they were behind in getting them out of the shrink wrap and <br />26 inside the storeroom. Mr. Kloskin assured the Commission that this was unusual and apologized that 3 <br />27 or 4 boats had been there for approximately 7 to 10 days, but advised that they will be relocated shortly. <br />28 Given this situation, Vice Chair Boguszewski asked if this was an anomaly based on the ebb and flow of <br />2� their business, or if it needed to be addressed as part of this interim use renewal consideration. <br />3o Mr. Kloskin advised that it would typically happen only twice annually. <br />3� If this interim permit were not approved, Vice Chair Boguszewski asked Mr. Kloskin if it would limit <br />32 the ability for him to run his business. <br />s3 Mr. Kloskin responded that it would put him into banktuptcy. <br />3n Vice Chair Boguszewski asked Mr. Kloskin if he had any plans to alter his business model or practices <br />35 over the next five years, or if he intended to continue operating as in the past under the current interim <br />36 use permit. <br />
