Department Approval <br />�. <br />t��'� � <br />.I�,., <br />REQUEST FOR COUNCIL ACTION <br />Date: January 12, 2015 <br />Item No.: 8.d <br />City Manager Approval <br />Item Description: Receive Feasibility Report and Order Public Hearing for Victoria Street <br />Reconstruction Project <br />BACKGROUND <br />At the October 27, 2014 City Council meeting, the City Council authorized the preparation of a <br />feasibility study for the proposed reconstruction of Victoria Street between Larpenteur Avenue and <br />County Road B. <br />Over the past several months, city staff has held two public information meetings with residents <br />living along Victoria Street. The first meeting was on October 9, where staff presented the proposed <br />reconstruction project and received input regarding neighborhood concerns along the corridor. <br />Among these were: Street design (rural vs urban), parking, drainage, traffic, and mailbox locations. <br />Staff had discussions with the Post Office to see if moving the mailboxes is an option. The Post <br />Office responded saying as long as all of the mailboxes were on one side, they would approve <br />having the mailboxes on either side. For parking, to meet State Aid standards, the roadway must be <br />� at least 32 feet wide to allow parking on one side and must be at least 38 feet wide to allow parlcing <br />on both sides. The existing width of Victoria Street is somewhat variable along the length of the <br />project but is, for the most part, 32 feet wide. <br />After the October meeting, a survey was distributed to residents along Victoria Street asking about <br />mailbox location and if residents would prefer to see a wider street to support parking. 54 surveys <br />�� were mailed and we received 27 responses. The results of the survey are as follows: <br />MAILBOXES PARKING <br />Move to Keep on Restrict Both Restrict One Allow Parking <br />West Side East Side Sides Side Both Sides <br />North of 3 5 5 3 0 <br />Roselawn <br />South of 17 2 9 7 3 <br />Roselawn <br />Total 20 7 14 10 3 <br />� It is helpful to separate the results between the north side of Roselawn Avenue and the south side as <br />all of the homes south of Roselawn Avenue are on the west side of Victoria Street. North of <br />�- Roselawn Avenue, about a third of the homes are on the east side. Also, Victoria Street is <br />� essentially a rural design south of Roselawn Avenue and effectively an urban design north of <br />Roselawn Avenue today (urban design implies curbs, about 75% of the roadway north of Roselawn <br />Page 1 of 3 <br />
