JNC. <br /> <br />September 22, 2004 <br /> <br />Mr. Neal Beets, <br />City Manager, <br />City of RoseviUe, <br />2660 Civic Center Drive, <br />Rosevillc, MN <br />55113-1899 <br /> <br />Dear Mr, Beets, <br /> <br />RE: Contract for Exclusive Negotiations <br />Twin Lakes Redevelopment <br /> <br />On March 29, 2004, the City ofRoseville and The Rottlund Company entered moo a "Con1ract for <br />Exclusivc·Negotiations". In the recita1s to this Contact is a number of "whereas clauses" <br />providing an indication of the goals and the objectives of the parties in entering into this Contract, <br />Article 7 oftbe Contract states that the: <br /> <br />Redeveloper shall take the following actions: <br /> <br />(a) By September 30, 2004: <br /> <br />· Comp1ete work with an Advisory Stakeholder Task Force to be appointed by the Council <br />(to include property owners, residents, neighborhood groups, business owners and <br />developers) in formulating the Implementation Plan, <br /> <br />· Identify all real property that must be acquired to underta1œ and complete the <br />Redevelopment, including preliminary appraisals and relocation costs for representative <br />parcels in the initial phases of the Redevelopment. <br /> <br />· In coordinati011 with the City, prepare a preliminary financial feasIbility analysis <br />identitÿing costs and sources of revenue, including tax increment and othcr potential <br />SOU1'CC8 of public assistance, to determine the necessary pubJic investment in the <br />Redevelopment, assuming the City Council shall have çproved the Redevelopment Area <br />identified for the Phase I of the Redevelopment, and the City and Redeveloper have <br />agreed in principle on a strategy to close the gap in financing the Redevelopment. <br /> <br />In view of the above requirements we have completed the following: <br /> <br />· participated in the Twin Lakes Stakeholder Panel - a six month consultation process <br />which included property owners, residents, neighborhood groups, business owners and <br />developers, The results of this process was presented to City Council on July 12111 and a <br />final summary has been delivered to the City by the panel's facilitator - John Shardlow <br /> <br />3110 armu POINTE DIUVR IIOSEVIW!, MN 55113 <br /> <br />fa) <br />...tIIIMIf MU~ <br /> <br />(6S1)63s.osoo B\X(~1) 63US01 <br />
