<br />(3) <br /> <br />Section 2. <br /> <br />In coordination with the City, prepare a preliminary financial feasibility <br />analysis identifying costs and sources of revenue, including tax increment and <br />other potential sources of public assistance, to determine the necessary public <br />investment in the redevelopment, assuming the Council shall have approved <br />the redevelopment area identified for Phase I of the redevelopment, and the <br />City and Rottlund have agreed in principle on a strategy to close the gap in <br />financing the redevelopment. <br /> <br />Findings. <br /> <br />2.01 With respect to each of the required actions listed in Section 1.04, the Council makes <br />the following findings: <br /> <br />(1) <br /> <br />(a) <br /> <br />The Stakeholders' Advisory Panel has presented its draft Roseville <br />Twin Lakes Master Planning Process Summary Report dated <br />September 8, 2004, and <br /> <br />(b) On September 1, 2004, Rottlund submitted an application for concept <br />plan approval to the City, together with a site plan, draft preliminary <br />plat and a grading and utility plan. Such submission will be <br />considered by the City's Planning Commission on October 6,2004 <br />and by the Council on October 25, 2004. A copy of the cover <br />transmittal (without enclosures) is attached as Exhibit A. The <br />Council finds that this submission satisfies the requirement of Section <br />1.04(1) above. <br /> <br />(2) <br /> <br />(a) <br /> <br />The Council hereby finds that the list submitted by Rottlund attached <br />as Exhibit B shows all of the parcels that must be acquired for Phase I <br />of the redevelopment, which includes Areas 1-5 and 8. <br /> <br />(b) The Council hereby finds that the Redeveloper has performed <br />preliminary appraisals and estimation of relocation costs for <br />representative parcels in Phase I, as evidenced by the letter attached <br />as Exhibit C. The City has been advised by its redevelopment <br />consultants that such preliminary data has been incorporated into the <br />cost assumptions for Phase I of the redevelopment as shown in the <br />Sources and Uses schedule described below. <br /> <br />(3) <br /> <br />(a) <br /> <br />The Council hereby finds that the Sources and Uses schedule attached <br />as Exhibit D satisfies the requirement that Rottlund coordinate with <br />the City to prepare a preliminary financial feasibility analysis <br />identifying costs and sources of revenue for Phase I, including tax <br />increment and other potential sources of public assistance. <br /> <br />2 <br />
