~
ROITLUND HOMESTM

^ DIVISION OP nœ IIOT11.I./ND COMPANY. INC.

EXHIBIT A

September I, 2004

Mr. Dennis Welsch,
Community Development Director,
City ofRoseville,
2660 Civic Center Drive,
Roseville, MN
55113-1899

Dear Mr. Welsch,

RE: Twin Lakes

We are pleased to submit for the City's consideration the applications of the Rottlund
Company for a planned unit development and preliminary subdivision plat. Attached you
will find completed application forms, application fees in the requisite amount and a
concept plan for the redevelopment area.

In December of2003, Rottlund Homes was designated as the master developer of the
Twin Lakes redevelopment area. As part of this decision Rottlund was obligated to
advance a land use plan for the City's consideration. Following this decision Rottlund,
the members of the development team and the Twin Lakes Stakeholders' Panel met on a
number of occasions to discuss the form of a redevelopment plan for the larger Twin
Lakes area. At the same time, the development team has been working on the formulation
of a financial plan that will facilitate the redevelopment. This consideration has resulted
in the development team focusing its attention on a first phase of a redevelopment. This
area is generally bounded by Cleveland Avenue on the west, County Road C-2 and
Langton Lake on the north, Fairview Avenue on the east and County Road C on the
south. It is this area that forms the basis of the applications being advanced by Rottlund
for consideration by the City's Planning Commission and Council.

Two concept plans form part of this application. The first plan illustrates a generalized
land use scheme for the broader redevelopment area. Areas outside of the first phase of
the redevelopment areas, described in the paragraph above, are shown as future land use
categories. The phase 1 redevelopment plan identifies in greater specificity the mix of
residential, office and retail commercial land uses proposed for the area. This plan
proposes a redevelopment scheme advancing 730 dwelling units, 290,000 square feet of
retail commercial, 25,000 square feet of restaurant type uses and 175,000 square feet of
office commercial. The grading, drainage, utility and landscaping plans, which will
follow, provide further information as to how the first phase of Twin Lakes is proposed to

15)
~MLS~

3065 CENI'RE POINTE DRIVE ROSEVILLE.
