Before a solid <br />waste hauler license shall be issued, the applicant <br />shall file a schedule of rates to be charged during the <br />licensing period for which the application is made. <br />Every licensee shall provide written notification, to <br />the City and the licensee's customers, at least sixty <br />(60) days in advance of any change in rates to be <br />implemented during the license period. <br /> <br />140.100. Vehicles e" Licensees shall use equipment <br />so constructed that the solid waste material shall not <br />leak or spill during transport to the disposal site. <br />The equipment shall be kept clean and as free from <br />offensi ve odors as possible, and shall not be allowed <br />to stand in any street or public place longer than is <br />necessary to collect the solid waste materials. The <br />licensee shall also ensure that the collection site is <br />left free of litter. <br /> <br />l40.ll0. Report to City. Licensees shall submit <br />to the City a semi-annual report summarizing their <br />business in the City, on a form provided for such <br />purpose. Upon request, licensees shall provide <br />documentation supporting the data reported to the City. <br /> <br />140. l2 O. Hours and Days of Collect ion. Licensees <br />may collect solid waste during times as provided for <br />"Refuse Handl ing" in Sect ion 2 07.020 (c) of the City <br />Code. <br /> <br />140.130. Expiration <br />shall expire annually on <br />licenses issued prior to <br />expire December 31, 1992. <br /> <br />of License. <br />December 3l <br />December 31, <br /> <br />All licenses <br />except that <br />1991, shall <br /> <br />l40.l40. Revocation. A licensee's failure to <br />comply with the provisions of the Roseville City Code <br />or any of the conditions attached to the license shall <br />be grounds for license revocation, without refund of <br />license fee. <br /> <br />l40.150. Placement of Containers for Collection <br />at Residential Dwellings. Garbage containers, other <br />refuse, yard waste, and special waste at residential <br />dwellings shall be out of public view expect on the day <br />of pickup. Such solid waste containers may be placed <br />at curbside for collection (unless walk up arrangements <br />have been made with the hauler) prior to 7:00 a.m. At <br />no time shall solid waste or containers remain on <br />
