<br />place longer than is necessary to collect recyclables. <br />The licensee shall also ensure that the collection site <br />is left free of litter. <br /> <br />141.090. Report to City. Licensees shall submit <br />to the City a semi-annual report on a form provided by <br />the City for such purpose. Upon request, licensees <br />shall provide receipts which certify tonnages and <br />markets reported to the City. <br /> <br />141.100. Hours of Collection. Licensees may col- <br />lect recyclables during times as provided for "Refuse <br />Handling" in Section 207.020 (c) of the City Code. <br /> <br />141.110. Expiration of License. <br />shall expire annually on December 31. <br /> <br />All licenses <br /> <br />141.120. Revocation. A licensee's failure to <br />comply with the provisions of the Roseville City Code <br />or any of the conditions attached to the license shall <br />be grounds for license revocation, without refund of <br />license fee. <br /> <br />141.130. Recyclinq Service. The City shall con- <br />tract with a recycling contractor to serve as the exclu- <br />sive curbside collector of targeted recylables from <br />residential dwellings. In such contract the City <br />Council shall determine the schedule and frequency of <br />the collection. <br /> <br />141.140. Placement of Containers for Collection. <br />Recycling containers shall be located out of the public <br />view except on the day of pickup. Recycling containers <br />must be placed at curbside for collection prior to 7:00 <br />a.m. on collection day. At no time shall containers <br />remain on curbside for longer than twenty-four (24) <br />consecutive hours. <br /> <br />141.150. Recycling Fee. All residential dwell- <br />ings shall pay a recycling fee. The fee shall be <br />charged quarterly as part of the City utility bill and <br />shall be due along with the utility bill. The fee <br />shall be as prescribed from time to time by Council <br />resolution. <br /> <br />141.160. Penalty for Late Payment. Each quar- <br />terly billing for a recycling fee not paid when due <br />shall incur a penalty charge of ten percent (10%) of <br />the amount past due. <br /> <br />141.170. Action to Collect Fees. Any amount due, <br />including penalties, for recycling fee in excess of <br />ninety ( 90) days past due on October 1 of any year <br />
