HRA Special Meeting <br />Minutes – Monday, August 3, 2015 <br />Page 4 <br />1 <br />Member Etten disagreed, opining that if the HRA was going to undertake such an effort, it be <br />2 <br />listed as a new initiative and outreach effort, not as part of staff’s ongoing time and resource <br />3 <br />issues. <br />4 <br />5 <br />Ms. Kelsey suggested working it in with other partnerships, or as part of addressing blight <br />6 <br />issues in Goal 5. <br />7 <br />8 <br />Member Masche clarified that any initiative would need to come from mobile home residents <br />9 <br />or a cooperative converter taking on the task of organizing or determining if there was any <br />10 <br />interest; and should not be an HRA or HRA staff-initiated effort. <br />11 <br />12 <br />Member Etten concurred, opining that the HRA’s goals were and should remain broader in <br />13 <br />nature rather than that specific; and only requiring that the HRA understand the needs of that <br />14 <br />particular housing segment in the community and being aware of any way the HRA could <br />15 <br />better serve that segment. <br />16 <br />17 <br />Member Wall concurred, opining that his only concern was to make sure that segment was <br />18 <br />within the HRA’s scope and not inadvertently omitted. <br />19 <br />20 <br />Discussion ensued as to a location for this housing segment, with suggestions that it be <br />21 <br />incorporated into Strategic Goal 2, Item B for affordable housing; or a specific program for <br />22 <br />mobile homes in understanding needs and program options available. <br />23 <br />24 <br />Putting this discussion in context, Community Development Director Bilotta advised that this <br />25 <br />issue was already on the work plan for the City’s Planning and Code Enforcement <br />26 <br />Departments to review off-season during the winter. Mr. Bilotta advised that needs would be <br />27 <br />identified during that review, and knowing the HRA was interested in being involved in <br />28 <br />potential solutions if and as indicated, noted this could be addressed at that time. <br />29 <br />30 <br />31 <br />Member Etten opined that Goal 4 seemed to address that segment along with other housing <br />32 <br />stock, and involved more learning by the HRA and the City, but if more specificity was desired <br />33 <br />to start the conversation about that type of housing stock, an additional item could be added <br />34 <br />specific to mobile homes. <br />35 <br />36 <br />By consensus, the following language was added to Strategic Goal 4, new Item G: <br />37 <br />“Understand the needs/options for the support of manufactured homes.” <br />38 <br />39 <br />At the request of Chair Maschka, Ms. Kelsey reviewed the process as addressed by Ms. Raye, <br />40 <br />with no formal action on the updated Strategic Plan required at tonight’s meeting until meeting <br />41 <br />jointly with the City Council to see if they wanted any changes, additions, or omissions from <br />42 <br />this draft plan. <br />43 <br />44 <br />Ms. Raye thanked HRA members for their productive reflection in refining this document; and <br />45 <br />reviewed the proposed agenda for the joint meeting. Ms. Raye noted she would be in <br />46 <br />attendance if her assistance was needed, but encouraged all HRA members to attend the <br />47 <br />meeting to engage in discussion with the City Council. Ms. Raye advised that, at the <br />48 <br />discretion of the HRA, she could make a brief initial presentation followed by discussion of the <br />49 <br />HRA and City Council. <br />50 <br />51 <br />Member Etten suggested Ms. Kelsey introduce the updated Strategic Plan, with Ms. Raye <br />52 <br />discussing the process, and then review of the draft document itself. <br />53 <br /> <br />
