EXTRACT OF MINUTES OF A MEETING OF THE CITY COUNCIL OF THE CITY OF ROSEVILLE, MINNESOTA HELD: August 24, 2015 Pursuant to due call and notice thereof, a regular or special meeting of the City Council of the City of Roseville, Ramsey County, Minnesota, was duly called and held on the 24th day of August, 2015, at 6:00 p.m. The following members of the Council were present: Laliberte, McGehee, Willmus, Etten, Roe and the following were absent: None. Member Etten introduced the following resolution and moved its adoption: RESOLUTION NO. 11248 A RESOLUTION APPROVING THE MODIFICATION TO THE DEVELOPMENT PROGRAM FOR DEVELOPMENT DISTRICT NO. 1 AND APPROVING THE MODIFICATIONS TO THE TAX INCREMENT FINANCING PLANS FOR TAX INCREMENT FINANCING DISTRICT NOS. 10 AND 12. A. WHEREAS, the City of Roseville, Minnesota(the "City")has heretofore established Development District No. 1 and adopted a Development Program therefor and established Tax Increment Financing District No. 10 and Tax Increment Financing District No. 12 (together, the "TIF Districts) therein and approved and adopted a Tax Increment Financing Plan for each of the TIF Districts (the "TIF Plans")therefor under the provisions of Minnesota Statutes, Sections 469.174 to 469.1794 (the "Act"); and B. WHEREAS, the City Council has investigated the facts and has caused to be prepared a modification to the Development Program for Development District No. 1 (the "Development Program Modification") and the modifications to the TIF Plans for the TIF Districts (the "TIF Plan Modifications"), which identifies parcels to be acquired within Development District No. 1 (the Development Program Modification and the TIF Plan Modifications are referred to collectively herein as the "Modifications"); and C. WHEREAS, the City has performed all actions required by law to be performed prior to the approval of the Modifications, including, but not limited to, notification of Ramsey County and School District No. 623 having taxing jurisdiction over the property included in the TIF Districts and the holding of a public hearing upon published and mailed notice as required by law; and D. WHEREAS, the City held a public hearing on the Modifications on this date following not less than 10 days and not more than 30 days published notice in the local newspaper of general circulation; and E. WHEREAS, the City is not modifying the boundaries of the Development District or the TIF Districts; and 7213226v1
