Department Approval <br />�� � <br />�:i � <br />� <br />REQUEST FOR COUNCIL ACTION <br />Date: 09/14/15 <br />Item No.: 8.i <br />City Manager Approval <br />Item Description: Consider Approving IT Shared Service Agreement with the Vadnais Lake Area <br />Water Management Organization <br />BACKGROUND <br />Minnesota State Statute 471.59 authorizes political subdivisions of the State to enter into joint powers <br />agreements (JPA) or Shared Services Agreements for the joint exercise of powers that are common to each <br />entity. Over the past several months, the Vadnais Lake Area Water Management Organization <br />(VLAWMO) and the City of Roseville have held on-going discussions in regards to the sharing of IT <br />support services. Specifically, for the support of computers and other network devices. <br />The VLAWMO generally comprises the Vadnais Lake watershed area in Northern Ramsey County and a <br />small portion of Anoka County. It includes all or a portion of the cities of North Oaks, White Bear Lake, <br />Gem Lake, Vadnais Heights, Lino Lalces, and White Bear Township. <br />The City of Roseville currently employs fourteen full-time employees to administer the information <br />systems for the City of Roseville and 36 other municipal and governmental agencies. The proposed <br />Agreement with the VLAWMO is similar to the other agreements in both structure and substance. <br />The attached Agreement has been approved by the VLAWMO and is awaiting approval from the Roseville <br />City Council. Similar to the Mississippi Watershed Management Organization, the services provided to <br />VLAWMO feature inexpensive support activities for a handful of office computers that reside inside <br />Vadnais Heights City Hall — a location we're already supporting. <br />POLICY OBJECTIVE <br />Joint cooperative ventures are consistent with past practices as well as the goals and strategies outlined in <br />previous visioning and goal-setting processes. <br />FINANCIAL IMPACTS <br />The proposed Agreement provides non-tax revenues to support City operations. The hourly rates charged <br />� to other cities or entities are more than the cost of a City employee; yet substantially lower than could be <br />obtained from private companies — hence the value to other cities is greater. For 2015, it is projected that <br />the services provided to VLAWMO will include on-going services in the amount of $9,643 annually. <br />30 <br />Page 1 of 2 <br />
