Department Approval <br />�. �: � <br />Item Description: <br />BACKGROUND <br />�� <br />.r- <br />REQUEST FOR COUNCIL ACTION <br />Adopt a Preliminary 2016 Tax Levy and Budget <br />Date: 9/14/2015 <br />Item No.: 13.a <br />City Manager Approval <br />State Statute requires all cities in excess of 2,500 in population, to adopt a preliminary tax levy and <br />budget by September 30th for the upcoming fiscal year. Once the preliminary levy is adopted it can be <br />lowered, but not increased. The adoption of a preliminary levy and budget does not preclude further <br />review. It is anticipated that additional budget-related discussions will be held later this year leading up <br />to the adoption of the fina120161evy and budget on December 7th. <br />The City Council received the 2016 City Manager Recommended Budget on July 13, 2015. This was <br />followed by a budget hearing on August lOth and subsequent discussion on August 17th involving the <br />CIP. A summary of the 2016 Recommended Tax Levy & Tax-Supported Operating Budget is included <br />in Attachment D. <br />2015 Recommended Budget & Tax Levy (as amended) <br />- The 2016 City Manager Recommended Budget is $52,447,620, an increase of 0.8% overall. The <br />Budget for the tax-su�ported programs is $29,080,490, an increase of $1,025,150 or 3.7%. This does <br />not however translate into a corresponding increase in the levy as many of these additional costs are <br />funded by non-levy dollars. <br />The Recommended Budget includes funding for several new positions, however the impact on the tax <br />levy is only $5,000. The remainder is funding by fees or other funding sources including a significant <br />amount of non-local funding. The new positions include: <br />0 Asst. Fire Chief - cost offset by departmental reorganization <br />0 PT Park Building Scheduler - tax levy <br />❑ Finance Department Intern(s) - water & sewer fees <br />0 Passport Supervisor - passport agent fees <br />❑ Auto Dealer License Specialist - vehicle title transfer fees <br />0 Network Operations Supervisor - partnering agencies & tower rental fees <br />❑ Server Support Specialist - partnering agencies & tower rental fees <br />0 Computer Support Specialist - partnering agencies & tower rental fees <br />Page 1 of 7 <br />
