��� <br />� <br />REQUEST FOR COUNCIL ACTION <br />Department Approval <br />� ���� <br />Date: Sept. 14, 2015 <br />Item No.: 15.a <br />City Manager Approval <br />Item Description: Discuss Housing & Redevelopment Authorities and Alternative Entities <br />BACKGROUND <br />At the last City Council meeting, staff was asked to present information on HRAs and alternative <br />entities for discussion purposes. <br />Cities have a wide variety of entities and organizational structures that can be called upon for <br />promoting housing, blight removal and economic development. The appropriate choice for each <br />city depends on the desired outcomes and the degree to which control is centralized or <br />decentralized with the City Council. <br />Fortunately, there are a lot of well written resources for this subject including the following: <br />1. Economic Development AuthoNity Handbook <br />This document was written with the help of the City of Roseville's TIF attorney, Mary <br />Ippel and Roseville resident/former employee, Craig Waldron. This is a large document, <br />so it was not provided as an attachment, but can be found online at the following <br />location: http://mned£or /�wp-content/uploads/2014/12/EDA-Handbook.pdf <br />2. League of Minnesota Cities Handbook (Attachment A) <br />This is an excerpt from Chapter 15 of the handboolc. One nice feature of the LMC <br />Handbook is that it contains links to the applicable State Statute References. <br />3. Kennedy and Graven Summary (Attachment B) <br />This is a summary that was put together in 2012 by the Roseville HRA's attorney. <br />4. Comparison of HRA and EDA Entitites in Minnesota (Attachment C) <br />This is a comparison document that was used by the City of Ramsey. <br />Types of Entities <br />There are many different types of entities involved in housing and economic development <br />including local government organizations, business organizations like a chamber of commerce, <br />development corporations, and joint powers organizations. The government entities that are <br />most applicable to the City of Roseville are outlined below. Please note, the entities are listed in <br />order of least statuatory authority to greatest statuatory authority. <br />1. Commission <br />Boards can be set up to advise the City Council on housing and/or economic development <br />issues in the same manner as any of the other advisory commissions.
