Department Approval <br />�� <br />�:i � <br />� <br />REQUEST FOR COUNCIL ACTION <br />Date: 9/14/2015 <br />Item No.: 8.c <br />City Manager Approval <br />Item Description: Approve City of Roseville Police Department Special Weapons <br />and Tactics Team (SWAT) Joint Powers Agreement Renewal <br />BACKGROUND <br />The City of Roseville signed a Joint Powers Agreement (JPA) in 2011 forming East Metro SWAT with <br />the City of St. Anthony Police Department, the City of North St. Paul Police Department, the <br />University of Minnesota Police Department and the City of New Brighton Public Safety Department. <br />The JPA calls for periodic renewaL In 2014 the City of New Brighton Public Safety Department left <br />and the Metro Transit Police Department joined East Metro SWAT. <br />PROPOSED ACTION <br />To renew the JPA and allow all parties (the City of Roseville Police Department, the City of St. <br />Anthony Police Department, the North St. Paul Police Department, the University of Minnesota Police <br />Department and the Metropolitan Council for the Metro Transit Police Department) and their <br />respective officers to continue to extend services beyond their respective jurisdictions for the purpose <br />of providing assistance and enforcing the law in emergency situations. The parties believe the existing <br />procedures whereby parties to this Agreement (copy attached) may provide personnel or equipment <br />assistance to another party or parties--in the event of an emergency—are of great benefit to public <br />health, safety and welfare. <br />Metro Transit Police Department's legal counsel from the Metropolitan Council, working with the <br />League of Minnesota Cities Insurance Trust (LMCIT), updated the existing language of the current <br />JPA to recognize the Metropolitan Council for the Metro Transit Police Department's addition to East <br />Metro SWAT. Those changes, along with recognizing the New Brighton Public Safety's exit from East <br />Metro SWAT are the only changes to the existing JPA. The changes have been approved by LMCIT <br />staff and Roseville's City Attorney. <br />FINANCIAL IMPACTS <br />No additional financial impacts. <br />STAFF RECOMMENDATION <br />Authorize the City of Roseville Police Department to renew the Special Weapons and Tactics (SWAT) <br />Joint Powers Agreement with the cities of St. Anthony, North St. Paul, the University of Minnesota <br />Page 1 of 2 <br />
