��� <br />� <br />REQUEST FOR COUNCIL ACTION <br />Department Approval <br />._ �� --- G �---- <br />Item Description: Neighborhood Organized Trash Collection Guide <br />BACKGROUND <br />Date:September 14, 2015 <br />Item No.: 8.d <br />City Manager Approval <br />� At the Apri120, 2015, City Council meeting, the City Council voted to direct staff to bring forth "a <br />residential self-trash organization kit/process for review and potential adoption." <br />City staff assembled some other such "kits" from other communities such as Chanhassen, Chaska and <br />Victoria, and presented a proposed Neighborhood Organized Trash Collection Guide to the Public <br />Works, Environment and Transportation Commission (PWETC) at their May 23, 2015, meeting. <br />The intent of this guide is to provide a lcit for persons interested in organizing their neighborhood, <br />block, cul-de-sac, etc. to use one garbage hauler. The guide provides some sample surveys for both <br />the residents in the area as well as the licensed garbage haulers in the City of Roseville. The guide <br />makes it clear that the City will have no role in organizing the neighborhood, nor will it have any <br />ability to enforce any sort of arrangement between the neighborhood and the selected garbage hauler. <br />The PWET Commision reviewed and discussed the proposed guide (excepts from the meeting <br />minutes are attached in Attachment B) and voted to present a revised version to the City Council at <br />the June 22, 2015 City Council meeting, which was also the joint meeting for the PWET Commission <br />at the City Council. <br />At the June 22 meeting, the City Council had a short discussion of the proposed guide and asked that <br />the guide be brought back to the City Council at a later date. Excerpts from the City Council meeting <br />minutes are also included in Attachment B. <br />The Neighborhood Organized Trash Collection Guide is attached (Attachment A) with some very <br />, minor edits since last presented to the City Council in June. <br />If the City Council is satisfied with the proposed Neighborhood Organized Trash Collection Guide, <br />the next step would be to post this on the City website and possibly promote the guide with a future <br />newsletter article. <br />FINANCIAL IMPACTS <br />There is no financial impact to the City of Roseville. The guide will be posted on the City website <br />and will be available at no charge to anyone interested in downloading the guide. <br />STAFF RECOMMENDATION <br />Staff recommends that the City Council adopt the Neighborhood Organized Trash Collection Guide <br />and direct staff to post the document on the City website. <br />Page 1 of 2 <br />
