Regular City Council Meeting <br /> Monday,August 17,2015 <br /> Page 10 <br /> Chair Schroeder advised that the Commission had a discussion about using"addi- <br /> tional levy"meaning"revenue source," which had been clued in other places (e.g. <br /> summary page) as "other sources." <br /> Mayor Roe suggested plugging in a one-time additional funding source of$2 mil- <br /> lion to cover that, but sought input from the Parks & Recreation Commission as <br /> well. Mayor Roe noted that if the city funded the large OVAL expenses in 2020 <br /> by issuing bonds, the remaining proposed funding amounts would cover the re- <br /> maining expenses over the twenty years, while at other times the State of Minne- <br /> sota had contributed to this regional asset, as well as identifying private entities <br /> that may be willing to participate in the future as well. <br /> Further discussion included policy decisions in considering other revenue sources <br /> in order to make funds more sustainable if that $2 million for the OVAL was <br /> backed out. <br /> Councilmember Laliberte opined that she didn't think other funding sources <br /> should ever be counted on in making long-term plans for the City or decisions <br /> based on a certain amount of dollars coming in from another source. <br /> For discussion purposes, Mayor Roe observed that if the OVAL amount of $2 <br /> million was excluded, the remainder of the CIP at 100% looked to be on target. <br /> However, Mayor Roe recognized that consideration always needed to be given to <br /> the timeframe for expected life expectancy for city-owned assets and properly <br /> timed going forward. <br /> Regarding the OVAL, Commissioner Rohloff referenced Scenario 4 in appendix <br /> B-4 excluding the OVAL. <br /> In the PIP, Mayor Roe noted a similar situation related to possibly changing tim- <br /> ing of expenditures making the 20-year funding and fund balance work better, <br /> which brought discussion to park dedication funding. <br /> Before moving on, Chair Schroeder offered the Commission's willingness to pro- <br /> vide any other scenarios the City Council requested. <br /> Commissioner Rohloff opined that if a surplus or reserve was achieved, any of <br /> these under funded CIP funds would be a good place to put it, and if any levy de- <br /> crease was initiated, it needed to be accounted for in the next year, but a good <br /> place for a one-time injection for the OVAL would go along way as dedicated <br /> funding in the long-term. <br /> Park Dedication Funding <br /> Mayor Roe expressed appreciation to the Commission for bringing this forward, <br /> as well as their recommendation. <br />
