Councilmember-Initiated Items for Future Meetings <br /> HRA <br /> Councilmember Laliberte expressed her lack of closure from the joint meeting with the <br /> HRA and clear distinction of their plans moving forward, asking if her colleagues were <br /> left with the same lack of clarify. Councilmember Laliberte questioned if all members <br /> present were in agreement, noting that two HRA Board members were absent and one <br /> was noticeably quiet and unresponsive at the meeting, causing her to wonder if they were <br /> all in agreement with the new strategic plan. Also, Councilmember Laliberte noted a lack <br /> of discussion on overlap of the existing 2012-2016 HRA Strategic Plan and how and <br /> where this new plan picked up and those items if any that carried over into the update. <br /> City Manager Trudgeon sought clarification if Councilmember Laliberte or any Coun- <br /> cilmembers anticipated information needs beyond preparation of the HRA's 2016 budget. <br /> Mayor Roe concluded that the council directed City Manager Trudgeon to bring response <br /> to the concerns expressed by Councilmember Laliberte forward as part of the HRA's pre- <br /> liminary budget and levy discussion. <br /> Police Department <br /> Councilmember Laliberte requested discussion at a future meeting on next steps resulting <br /> from the statement read by Mayor Roe earlier this evening, and the City Council's re- <br /> sponse to events across the country with Police Departments beyond equipment and <br /> budget discussions. Councilmember Laliberte suggested policy discussions regarding use <br /> of tasers, high speed chases, and other issues officers dealt with on a daily basis. <br /> Mayor Roe questioned if the Council meeting was the best place for learning more about <br /> various components of the job, even though it would be beneficial for the public to learn <br /> as well, but suggested it may be more appropriate as part of a future Roseville University <br /> offering. <br /> City Manager Trudgeon advised that use of force and other information related to the Po- <br /> lice Department had been scheduled for this last session of Roseville University; howev- <br /> er, it had to be postponed due to the equipment borrowed from the City of Columbia <br /> Heights' Police Department not working; assuring the City Council and public that it <br /> would be offered in future courses. <br />
