Regular City Council Meeting <br /> Monday,August 24,2015 <br /> Page 38 <br /> According to Mr. Paschke's drawing, Councilmember McGehee opined that it <br /> seemed to provide even distribution and an aesthetic second barrier without creat- <br /> ing a solid windbreak. Councilmember McGehee noted her recollection of a <br /> noise attenuation stated at some point, with Mayor Roe clarifying that it may have <br /> been requested,but had not been included as a condition of IU approval. <br /> Councilmember Wilimus agreed that noise had been referenced by a member of <br /> the Planning Commission, but not included in the IU; or as confirmed by Mayor <br /> Roe that it was part of their discussion, but not a recommendation to the City <br /> Council. <br /> Councilmember Etten agreed with the aesthetic purpose, allowing staff to make a <br /> determination on the exact number of trees. <br /> Mayor Roe advised Mr. Bilotta that the City Council agreed with staff's percep- <br /> tion regarding an aesthetic purpose for tree plantings. <br /> Motion Restated as Amended <br /> McGehee moved, Etten seconded, clarification and direction to staff that the City <br /> Council's Interim Use condition of June 23, 2014, as referenced in the RCA dated <br /> August 24, 2015, that the opaque fencing of 6' to 8' in height, coniferous plant- <br /> ings, and landscaping will be installed along the northern property line in its en- <br /> tirety, unless easement agreement(s) preclude a fence from being installed at that <br /> point; and if so the fence installation will occur at the northernmost point allowed <br /> and tied into the eastern property line,in which case, if plantings are allowed on <br /> the easement in accordance with easement language , and if neighbors agree to it, <br /> plantings will all be located on the north side of the fence. <br /> Roll Call(As Amended) <br /> Ayes: Laliberte, McGehee, Wilimus, Etten and Roe. <br /> Nays: None. <br /> 14. Consultant Check-Back Regarding Draft Tree Preservation Ordinance <br /> Amendments <br /> Tree consultants Ben Gozola from Sambatek, and Mark Rehder from S & S Tree <br /> Service were present for this update of a DRAFT Tree Preservation Ordinance <br /> dated August 24, 2015. <br /> Mr. Gozola summarized work done since last meeting with and direction provided <br /> by the City Council, resulting in this latest draft and seeking additional direction <br /> based on this update, clarifying that it remained a work-in-progress. <br />
