353 <br />Mr. Culver referenced multiple solutions presented by staff previously for <br />354 <br />the PWETC's research and review, in addition to the liability caps proposed <br />355 <br />as an option by Member Seigler as a starting discussion point. Mr. Culver <br />356 <br />noted the need for more information as well as financial analyses. <br />357 <br />358 <br />Member Seigler expressed interest in learning of any insurance companies <br />359 <br />covering water line damage/freezing, similar to those offering supplemental <br />360 <br />coverage for sanitary sewer backups; and suggested an expert in the field <br />361 <br />could be asked to provide an overview or present more information to the <br />362 <br />PWETC. <br />363 <br />364 <br />Mr. Culver reported that the City's insurance partner, League of Minnesota <br />365 <br />Cities Insurance Trust (LMCIT), could present that information. <br />366 <br />367 <br />Member Cihacek expressed intere in a progrA for the water utility, such <br />368 <br />as done with sanitary sewer, in capping the cost for the City with some <br />369 <br />funding provided; but at what point it can or should be provided; requesting <br />370 <br />an update from staff on the process information is not currently <br />371 <br />372 <br />available. <br />NO, <br />373 <br />Mr. Culver advised that staff would egin its analysis, including <br />374 <br />adjustments needed for existing rates as, on for funding that prospect. <br />375 <br />376 <br />Member Cihacek suggested one option may be a 'elf -insurance fund, with <br />377 <br />additional information needed in how such a fund could be structured and <br />378 <br />how to ensure it would remain solvent over time; and what funds could or <br />379 <br />could not be us for that, including repairs and/or secondary costs. <br />380 <br />381 <br />Also, Chair Stenlund expressed%inst in defining if and when construction <br />382 <br />prof ects or maintenance efforts provided a view of those lateral ports on the <br />383 <br />City Sidversus their connection to the main; and how and when a clean - <br />384 <br />out maint nance program could be implemented. <br />":'" <br />386 Member Lenz asked for a graphic explanation and brief summary of how to <br />387 bette understand the how and where of those connections, etc. <br />388 ""' iillllllll <br />389 Mr. C fered to start with that"Sewer 101" overview at the September <br />390 meeting a good starting point.
