409 <br />410 <br />Attachment A <br />EXHIBIT A <br />WORK <br />Liesch Associates, with assistance from Stoel Rives and SRF Consulting Group, Inc. will <br />provide the following services to the City as part of this work: <br />• Project Meetings - Per discussions with City staff, the Terracon team will plan on 5 <br />meetings with existing land owners in the Twin Lakes area, 3 meetings with City staff <br />throughout the preliminary planning stages and 1 presentation/meeting to present results <br />to the City Council. At this time, costs include minimal meeting preparation time, <br />meeting time and the necessary travel time. <br />• Information Review/Data Consolidation - The Terracon team will review existing data <br />within Terracon's, SRF's and the City's files for the Twin Lakes area. Data can include <br />environmental data, civil data, survey data (e.g., site encumbrances), site specific <br />information (e.g., size, existing use, etc.), developer interest, land owner situation and <br />City interest. This information will be consolidated onto an overall site map with <br />information presented in a GIS layered format. This map will be a tool to help guide the <br />City throughout its work on the Twin Lakes area. It will be a dynamic document that can <br />be updated regularly. This initial work will lay out the base map with readily available <br />information/data. <br />• Funding Analysis - The Terracon team will research the requirements of an EPA <br />Assessment Grant application as part of this initial planning process. This grant could <br />provide some funding for this initial planning work as well as fund site specific data gaps <br />and/or fund area-wide investigation. In addition, as we move down the road we will need <br />to consider opportunities for investigation and cleanup grants from Ramsey County, Met <br />Council and DEED, and make sure we incorporate funding into the City's schedule for <br />Twin Lakes. The Terracon team will provide an analysis that will assist the City with <br />maximizing funding opportunities in general for the Twin Lakes and, if applicable, will <br />discuss specific redevelopment projects presented to the City. <br />• Initial Project Schedule - The Terracon team will assist the City with the development of <br />a preliminary schedule bringing the project to the point of completing the appropriate <br />grant applications for the next viable grant cycle(s). <br />• As needed brownfield technical support — The Terracon team will assist the City with the <br />review of environmental reports and response action plans prepared by others (such as on <br />behalf of private developers) and for public infrastructure projects, as part of the typical <br />City project review/approval process. <br />11 <br />
