2 REQUEST <br />3 The Planning Commission memo, which is attached as Attachment A, provides a broader <br />4 explanation of the proposal. <br />5 The subject property is located in City Planning District 10, has a Comprehensive Plan designation <br />6 of Community Mixed-Use (CMU), and has a zoning classification of Community Mixed-Use <br />7 (CMU) District. It should be noted that, as a component of the Twin Lakes Re-envisioning process, <br />8 the property's land use designation and zoning classification is under review and may be changed to <br />9 CMU-3 District. <br />10 Roseville Properties has applied for an Interim Use (IU) to utilize the former motor freight terminal <br />11 for storing semi-trailers. The proposal seeks to store and stage trailers (some are currently full of <br />12 clothing, furniture, and other items) throughout the site, maximizing the parking field with trailers. <br />13 The proposal does not propose any site improvements or maintenance. The applicant has indicated <br />14 they're actively trying to redevelop this site and do not intend to use it for trailer storage for a long <br />15 period of time. <br />16 An applicant seeking approval for an rtvTExrivr usE is required to hold an open house meeting to <br />17 inform the surrounding property owners and other interested individuals of the proposal, to answer <br />18 questions, and to solicit feedback. The open house for this application was held on June 30, 2015; <br />19 the brief summary of the open house meeting provided by the applicant is included with this staff <br />20 report as Attachment D. <br />21 PUBLIC COMMENT <br />22 The public hearing for this application was held by the Planning Commission on September 2, 2015; <br />23 draft minutes of the public hearing are included with this report as RCA Exhibit B. <br />24 One member of the public spoke to this issue at the public hearing, indicating general support for the <br />25 applicant and the proposed temporary outdoor storage use on the site. <br />26 Several Commissioners did have questions regarding the proposal and some indicated concerns for <br />27 such a use. Specifically, Chair Boguszewski asked far clarification about where the use, outdoor <br />28 storage of trailers, is currently permitted in the City. Commissioner Cunningham questioned why a <br />29 fence was not being required as it has in the case of other IU of a similar nature. Commissioner <br />30 Murphy asked about the existing antenna and the use of the electrical outlets, as well as whether the <br />31 building would be razed. Member Bull asked for clarification on the number of trailers that could be <br />32 parked on the premises and asked for clarification of the 70-foot setback. Chair Boguszewski <br />33 recommended changes to condition l.d - location at least 30 feet from building, and that the 70 foot <br />34 setback be an extension of the front of building north/south. Member Bull asked if the City had a <br />35 definition of hazardous or dangerous material. Member Stellmach asked for clarification of Big <br />36 Blue Box. Commissioner Stellmach requested clarification on whether an IU could be terminated if <br />37 site/use was not in compliance with any condition. <br />38 City Planner Paschke and property owner representative Chad Commers did provide answers to the <br />39 questions made by the Planning Commission. <br />40 After discussing the application and staff recommendation, the Planning Commission voted (3-2) to <br />41 approve the requested temporary outdoor semi-truck trailer storage for 2120 Fairview Avenue, <br />42 subject to the conditions of the staff report dated September 2, 2015, as revised by the Commission. <br />PF15-016 RCA_092815 (2).doc <br />Page 2 of 3 <br />
