Department Approval <br />Item Description <br />BACKGROUND <br />i�� <br />� <br />REQUEST FOR COUNCIL ACTION <br />Date: October 5, 2015 <br />Item No.: <br />City Manager Approval <br />Discussion of Civic Engagement Module Policy & Procedures <br />In March of 2015 the City Council approved a recommendation of the Community Engagement <br />Commission to contract with Granicus to develop an electronic civic engagement module for <br />integration with the City of Roseville website. A contract was executed with Granicus, which <br />developed the Speak Up, Roseville module www.speakuproseville.org. <br />At the August 24 meeting staff brought forward policies and procedures for administering the <br />civic engagement module and reviewed the layout of the Spealc Up, Roseville site. After <br />discussion it was determined that the module required further refinement. The City Council also <br />requested that staff seek feedback from the Community Engagement Commission about the <br />module and the policies and procedures developed to administer its use and return at a future <br />City Council for further discussions. <br />� During the September 10 Community Engagement Commission meeting, the Commission <br />presented staff with its feedback and recommendations. The Commission's recommendations <br />have been incorporated into the policy document, with the exception of section VIL Posting of <br />Topics, about which staff is requesting City Council guidance. Specifically, the City Council <br />should discuss the role of commissions in the posting of topics. <br />� Staff has also been in contact with Granicus and will discuss design elements raised by the City <br />Council during the August 24 meeting. <br />POLICIES AND PROCEDURES <br />� Staff developed a Speak Up, Roseville Policies and Procedures manual to assist with the oversite <br />and management of the module. The manual discusses responsibilities for day-to-day <br />maintenance, interaction responsibilities, use requirements and restrictions, and topic selection, <br />as well as other logistical items. <br />STAFF RECOMMENDATIONS <br />Staff recommends that the City Council accept the revised Speak Up, Roseville Policies and <br />� Procedures Manual after providing guidance on section VIL Posting of Topics and grant final <br />� approval for launch and integration of civic engagement module into City website. <br />� REQUESTED COUNCIL ACTION <br />A motion to accept the revised Speak Up, Roseville! Policies and Procedures Manual and authorize <br />staff to begin integration of civic engagement module into City website. <br />Page 1 of 2 <br />
