Ms. Kelsey advised that largest unknown at this time — <br />and something the Ciry Attomey may not be aware of — was who currently regulates <br />motels/hotels and what ordinances are already in effect. Ms. Kelsey advised that this <br />infortnation was not available in the study to-date, and some infortnation not conclusive. <br />However, if the HRA chose to put this off for now and consult with the City Attorney first, she <br />expressed staff's willingness to pursue that option. If the HRA Board chose to continue the <br />intem route, Ms. Kelsey advised the Board that it was not intended to pursue it this year at all; <br />and the only reason she was bringing it up to at this time was due to school tertn timing for <br />hiring an intern accordingly. Ms. Kelsey noted there was no reason this could not wait until <br />2016 if that was the Board's preference. <br />Member Wall recognized that rationale was valid regarding school tertn timing. <br />Chair Maschka stated that he had no problem with that timeframe; opining that this was <br />another area that the HRA could be creative in and research issues to take an idea and make it <br />better. <br />Member Wall noted that the Ciry Council had created a small task force several years ago that <br />consulted on this issue with the ciry attorney serving at that time, and they had been negative <br />about what the Ciry could actually do to impose these enforcement steps on motels/hotels to <br />get them up to a higher service level, even though there management and operations impacted <br />the overall reputation of the communiry. Member Wall noted that, when the Hatnline study <br />catne up that had been discussed by the HRA, but infortnation from the Ciry Attorney had <br />never come forward providing his view on the study. Member Wall opined that this bridge <br />needed to be crossed before putting an intern on the project, which could serve to direct the <br />intern's efforts. <br />Member Lee concurred. <br />Chair Maschka directed staff to hold off on hiring an intem unti12016; and to consult with the <br />Ciry Attorney as noted and report back to the Board. <br />Member Kelsey offered to have the Ciry Attorney address the Board at a regular meeting; <br />however she cautioned that the Ciry Attorney did not report to the HRA, but the Ciry Council <br />and from that perspective, and wanted to make sure that was clear, with the Ciry Attorney <br />under no contractual agreement with the HRA, which would be a step needing clarified before <br />proceeding. <br />Motion: Member Majerus moved, seconded by Member Etten to TABLE hiring of an <br />intern to complete the study regarding regulations for hotels/motels in Roseville until the <br />above-referenced issues are addressed, <br />Ayes: 6 <br />Nays: 0 <br />Motion carried. <br />10.
