Changing the legal description from Lot 4, Block 1, Rosedale Center Fourth <br />149 <br />Addition, (Torrens Property – Certificate of Title No. 375111) Lot 3, Block 1, <br />150 <br />Rosedale Center Fourth Addition, except that part of overlying Lots 6 and 7, <br />151 <br />Block 5, Leinen Heights Number 2 (Torrens Property – Certificate of Title No. <br />152 <br />375111); that part of Lot 3, Block 1, Rosedale Center Fourth Additional that <br />153 <br />overlies Lots 6 and 6, Block 5, Leinen Height Number 2 (Abstract Property ) to <br />154 <br />Lots 1, 2 and 3, Block 1, Rosedale Fifth Addition; based on the comments, <br />155 <br />findings, and conditions contained the project report dated September 2, 2015. <br />156 <br />b. The City shall determine the required on-site parking for Rosedale and <br />157 <br />incorporate these requirements into the amended PUD Agreement. <br />158 <br />c. All applicable sections of the current PUD Agreement shall be modified to <br />159 <br />account for the 2010 zoning requirements. <br />160 <br />d. The City Engineer, Ramsey County and MnDOT shall all approve the traffic <br />161 <br />management plan and improvements prior to the issuance of a building permit <br />162 <br />for the leasable space. PLANNING FILE 15-010 <br />170 <br />Request by Art Mueller for approval of a PRELIMINARY PLAT of property <br />171 <br />addressed as 2201 Acorn Road <br />172 <br />Chair Boguszewski opened the public hearing for Planning File 15-010 at 6:28 p.m. <br />173 <br />Senior Planner Bryan Lloyd briefly reviewed the request as detailed in the staff report <br />174 <br />dated September 2, 2015; and displayed the proposed site plan (Attachment A) <br />175 <br />subdividing the property into four lots with a private street off Acorn Road. Mr. Lloyd <br />176 <br />reviewed the history of this subdivision and various proposals over the years, as detailed <br />177 <br />in the staff report, and denial of previous proposals for one reason or another; with one <br />178 <br />proposal approved in the past, but due to the documents not being recorded with <br />179 <br />Ramsey County before deadline, that approval had expired. <br />180 <br />Mr. Lloyd noted that the 2014 plat similar to this submittal had been denied by the City <br />181 <br />Council for the reasons noted in the staff report, after which Mr. Mueller had met with the <br />182 <br />City Council with a sketch plan addressing the City Council’s expressed concerns and in <br />183 <br />order to receive their feedback at that time based on the previous denial and prior to <br />184 <br />making this application, which had attempted to satisfy those deficiencies as seen by the <br />185 <br />City Council and changes proposed accordingly. <br />186 <br />As detailed in the staff report, Mr. Lloyd reviewed the various components of this latest <br />187 <br />proposal as it related to a 32’ wide private street with parking on both sides; four <br />188 <br />proposed lots that met or exceeded relevant requirements for corner and/or internal <br />189 <br />parcels; and subdivision code requirements for easements for stormwater drainage and <br />190 <br />utilities. Mr. Lloyd advised that elements of the proposed Preliminary Plat included <br />191 <br />engineering items with street width, location and lot sizes, as well as addressing <br />192 <br />stormwater management for the proposed development, and displayed a topographical <br />193 <br />map with drainage basins highlighted and attempting to consolidate stormwater more <br />194 <br />locally on the property and directing it to larger basins. <br />195 <br />Mr. Lloyd addressed the tree preservation requirements as part of the Preliminary Plat to <br />196 <br />avoid damage or removal as part of grading and/or stormwater management on the site, <br />197 <br />resulting in a tree inventory list for review by the City’s consultant arborist as part of the <br />198 <br />City’s plan review and calculations for required replacement in accordance with current <br />199 <br /> <br />
