<br />CITY OF ROSEVILLE <br />ORDINANCE NO. 1144 <br /> <br />AN ORDINANCE OF THE CITY OF ROSEVILLE, MINNESOTA, AMENDING <br />CHAPTER 101, SECTION 101.010-101.050 OF THE CITY CODE BY ADDING NEW <br />LANGUAGE DEFINING AMUSEMENT DEVICES, AREAS, AND GAMEROOMS, <br />ACTIVITIES, AND REGULATIONS; AND ADDING SPECIAL USE PERMIT <br />REQUIREMENTS TO CHAPTER 8, SECTION 8.330 THROUGH 8.350. <br /> <br />THE CITY COUNCIL OF THE CITY OF ROSEVILLE ORDAINS: <br /> <br />Section 1. Purpose of Ordinance. <br /> <br />The purpose of this ordinance is to provide regulation that will assure improved crowd <br />management and emergency life/safety features; site planning and land use, parking, pedestrian and <br />vehicular safety; and access to amusement device machines, areas, and gamerooms through special <br />use permits and annual business licenses and special use permits requirements. The City Council, <br />after review of the applications and all of the information provided, may in its discretion authorize <br />the issuance of an annual license and one special use permit to the applicant subject to such special <br />use permit conditions as the Council may deem necessary for the protection of health, safety, and <br />general welfare of the City. <br /> <br />Section 2. Section 101.010 through 101.050 (Amusement Devices) is hereby amended by <br />deleting the existing language and adding the following: <br /> <br />101. AMUSEMENT DEVICES. AREAS, AND GAMEROOMS <br /> <br />101.010 Amusement Devices, Areas, and Gamerooms Defined. <br /> <br />For the purposes of this Code, the term "Amusement Devices, Areas, and/or Gamerooms" <br />shall mean any for-profit enterprise or business which provides areas within a building, room, or <br />outdoor space with capacity for eight (8) or more customers at one time, wherein customers play <br />games, watch game playing, wait to play or que to enter, or are being entertained. Examples of <br />such business uses are: video, laser, pool, or other table game areas; arcades, carnivals, and <br />circuses. This definition excludes physical exercise or health centers, theaters, private lodges or <br />clubs, restaurants and bars, and all tax exempt operations. <br />
