i~,c` _
..,, ...._1 . 1 1 1
REQUEST FOR COUNCIL ACTION
Department Approval
. --- -}'---
Date:November 16, 2015
Item No.: 8.b
City Manager Approval
Item Description: Approve a Resolution to Accept the Work Completed, Authorize Final
Payment, and Commence the One-Year Warranty Period on the 2015
Sanitary Sewer Lining Project
BACKGROUND
On December 8, 2014, the City Council awarded the 2015 Sanitary Sewer Lining Project to
Insituform Technologies USA, LLC, of Chesterfield, Missouri. The work for this contract was
finished in September, 2015, and the contractor has requested final payment. This project
consisted of 30,5241inear feet (5.78 miles) of sanitary sewer main lining in areas throughout the
City identified as having root intrusion or infiltration problems.
POLICY OBJECTIVE
City policy requires that the following items be completed to finalize a construction contract:
 • Certification from the City Engineer verifying that all of the work has been completed in
accordance with plans and specifications.
 • A resolution by the City Council accepting tbe contract and beginning the one-year warranty.
FINANCIAL IMPACTS
The final contract amount, $821,425.00 is slightly less than the original contract amount of
$856,787.00. During the project, it was discovered that some segments were PVC material, not
vitrified clay pipe. PVC pipe does not need to be lined, as roots cannot penetrate the material.
Staff updated the as-built records to reflect these changes, and added additional segments that
needed lining to maintain the contract quantity as close as possible.
This project was funded using sanitary sewer utility funds.
STAFF RECOMMENDATION
Since all necessary items have been completed in accordance with project plans and
specifications, staff recommends the City Council approve a resolution accepting the work
completed as the 2015 Sanitary Sewer Lining Project and authorize final payment of $68,003.75.
REQUESTED COUNCIL ACTION
Approve the resolution accepting the work completed as 2015 Sanitary Sewer Lining Project,
starting the one-year warranty and authorizing final payment.
Preparedby: Jesse Freihammer, City Engineer/Asst. Public Works Director
Attachments: A: Resolution
B: City Engineer Certification
