<br />Utilities Commission or appropriate authorizing agency to <br />provide local exchange access telecommunications <br />services. <br /> <br />I. Local Telephone Service <br />The access to a local franchised telephone system, and <br />the privilege of telephonic-quality communications with <br />substantially all persons having telephone or radio <br />telephone stations constituting a part of such local <br />telephone system; or any facility or service provided in <br />connection with a service described above. <br /> <br />The term "local telephone service" does not include any <br />service which is a toll telephone service; personal <br />communications service; private communication service; <br />cellular mobile telephone or telecommunication service; <br />regulated mobile telephone or telecommunication service; <br />regulated mobile, radio, or paging and pager service, <br />including but not limited to "beepers" and any other form <br />of mobile and portable one-way or two-way communication; <br />or telephone typewriter or computer exchange service. <br /> <br />J. Wireless Telecommunication Permit <br />The privilege granted by the City by which it authorizes <br />a person, firm, or corporation to erect, construct, <br />reconstruct, dismantle, test, use, maintain, repair, <br />rebuild, operate or replace a Wireless Telecommunications <br />System that occupies any portion of the public places <br />within the City. Any permit issued herewith shall be a <br />non-exclusive permit. <br /> <br />K. Permittee <br />The person, firm, organization, profit, or not for profit <br />corporation or its legal successor in interest who is <br />issued a Wireless Telecommunications Permit or Permits in <br />accordance with this Ordinance for the erection, <br />construction, reconstruction, operation, dismantling, <br />testing, using, maintenance, repairing, rebuilding, <br />operation, or replacement of a Wireless <br />Telecommunications System in the City. <br /> <br />L. Private Communications System <br />Any system of communication lines, cables, fiber optic <br />cables, light guides and equipment and facilities which <br />are used to provide a telephone, video, data, telemetry, <br />intercom, cable television, telephonic or <br />telecommunications services that in any manner occupies <br />the easements, streets, public ways within the corporate <br />limits of the City as it may now or in the future exist. <br /> <br />5 <br />
