Therefore, <br />2 <br />Councilmember Etten noted this brought up one concern he had in the lack of <br />3 <br />other monies available from which to purchase park land if something should <br />4 <br />come up. If this fund was drained for CII' versus land purchase, while recogniz- <br />5 <br />ing it represented one-time funds and was not considered a steady source of fund - <br />6 <br />ing, Councilmember Etten expressed concern that the City would find itself in a <br />7 <br />position unable to finance potential park acquisitions. Furthermore, Coun- <br />8 <br />cilmember Etten noted that some of the redevelopment or development in Twin <br />9 <br />Lakes may be through parcel combinations that may not kick -in park dedication <br />10 <br />fees, and thus not provide that anticipated funding going forward. <br />11 <br />12 <br />Councilmember Etten expressed his support for the 173 designated for park im- <br />13 <br />provements and %Z for park acquisition. Councilmember Etten noted that, once <br />14 <br />the City finalized the Owasso Ballfields' purchase, the fund would already be <br />15 <br />around that $1 million threshold and any future acquisitions would be affected go - <br />16 <br />ing forward. Specific to potential acquisitions around Langton Lake as Coun- <br />17 <br />cilmember McGehee referenced, Councilmember Etten noted that this was ad - <br />18 <br />dressed both in the Park Master Plan update and Renewal Program with residents <br />19 <br />in SW Roseville continuing to express interest' in pursuing that, as well as de - <br />20 <br />mands expressed to do so by those living in that area on several different occa- <br />21 <br />sions. Councilmember Etten encouraged the City to lock this recommendation up <br />22 <br />for future and long-term purposes, opining that the money needed for such an ac - <br />23 <br />quisition at Langton Lake could result in spending down the fund quite quickly. <br />24 <br />25 <br />Councilmember Laliberte also ;thanked both Finance and Park & Recreation <br />26 <br />Commissioners for their work on this policy and their recommendations, recog- <br />27 <br />nizing it was not easy with variable and strong opinions abounding, but express - <br />28 <br />ing her appreciation for their'' suggestions. Councilmember Laliberte agreed that <br />29 <br />the community was pretty well-developed causing future funding to be in ques- <br />30 <br />tion, particularly in the Twin Lakes and Langton Lake area. However, Coun- <br />31 <br />cilmember Laliberte stated she was keeping an open mind at this point, and even <br />32 <br />though there remained ongoing needs for improvements that would not all be <br />33 <br />covered by the Park Renewal Project funding approved by a previous City Coun- <br />34 <br />cil, it was also necessary to keep in mind what improvements could be made on <br />35 <br />the south side. <br />36 <br />37 <br />In relation to specific acquisition in the SW Roseville area around Langton Lake, <br />38 <br />presuming those acquisitions are undertaken, Mayor Roe asked the Parks & Rec- <br />39 <br />' reation Commissioners if their recommendation was to continue with a $1 million <br />40 <br />balance going forward, or if one done, recommend going with a new minimum <br />41 <br />for the acquisition allocation of the fund. <br />42 <br />43 <br />Commissioner Doneen responded that the Park & Recreation Commission's in - <br />44 <br />tent was to make sure a minimum was allocated for acquisition to keep it built up. <br />45 <br />While not insistent to the $1 million minimum, Commissioner Doneen advised <br />
