ROSEVILLE PARKS AND RECREATION COMMISSION <br />1 <br />MEETING MINUTES FOR <br />2 <br />OCTOBER 6, 2015 – 6:30pm <br />3 <br />4 <br />PRESENT: <br />5 Becker-Finn, Diedrick, Gelbach, Heikkila, Holt, Newby, Stoner <br />ABSENT: <br />6 Bogenholm, Doneen, O’Brien, notified staff ahead of time of absence <br />STAFF: <br />7 Anfang, Brokke <br />8 <br />INTRODUCTIONS <br />91. <br />10 <br />ROLL CALL/PUBLIC COMMENT <br />112. <br />12No Public Comment <br />13 <br />APPROVAL OF MINUTES – September 1, 2015 MEETING <br />143. <br />st <br />15September 1 minutes approved unanimously. <br />16 <br />PARK DEDICATION USE of FUNDS <br />174. <br />18Brokke provided a brief background on the use of Park Dedication funds. <br />19 <br />20Stoner followed with a summary of an earlier meeting with the Finance Commission and <br />21reviewed the draft Funding Policy suggested by Mayor Roe. <br />22Gelbach suggested amending the policy to include a specified minimum balance for the <br />23fund dedicated to property acquisition. <br />24Stoner suggested fully funding the acquisition fund to the specified minimum balance <br />25from the current Park Dedication fund. <br />26Gelbach suggested setting the minimum balance for the acquisition fund at $1M. <br />27Newby brought to the attention of the Commission the specific language in the Policy <br />28that addresses the potential to transfer funds between the acquisition fund and the <br />29improvements fund. <br />30Commission-wide discussion followed on the potential uses of funds. <br />o <br />31Commissioners recommended that lines 26 through 28 from the draft policy be <br />32eliminated. <br />33Commissioners recommended that lines 30 & 31 be reworded to read; <br />34The City Council may transfer funds between the sub-funds of the Park <br />o <br />35Dedication Fund as appropriate for projected capital spending and acquisition <br />36needs after a minimum balance of $1,000,000 is met for acquisitions. <br />37Stoner confirmed that the Commission was in favor of the 1/3 – 2/3 split with 1/3 of <br />38future Park Dedication funds going to the acquisition fund and 2/3 going to the <br />39improvements fund once the acquisition fund reaches its specified minimum balance. <br />40 <br />PARK DEDICATION: ANNUAL RATE REVIEW <br />415. <br />42Brokke summarized the materials in the Commission packet. <br />43Holt commented on the current residential rate and suggested that in the future to <br />44possibly consider using the Fair Market Value (FMV) % or increasing the per unit rate <br />45based on current residential values. <br />46Stone suggested hearing from Community Development Director Bilotta on forecasts for <br />47future development. <br />Commission Recommendation: <br />48 <br />49Commissioner Diedrick moved to recommend that the 2016 Residential & Commercial Park <br />50Dedication rates remain the same as in 2015. Second by Gelbach. Motion passed unanimously <br /> <br />
