With aggregate data it's difficult to conclude whether water customers are <br />modifying their behavior or if the volume is decreasing for other reasons such as the loss of high-water <br />users (manufacturing, hotels, apartments, etc.) or higher summertime rainfall totals. <br />As we'll discuss further below, the average monthly summertime rainfall totals have increased <br />somewhat since 2009, however during this same period the City has seen growth in housing units, retail <br />establishments, and other commercial uses. The bottom line is that overall consumption has declined, <br />while the City has grown. <br />The next graph depicts the average quarterlX wintertime usage for single-family homes. <br />Page 6 of 14 <br />
