Bluff Impact Zones. Structures and accessory facilities, except stairways and landings, <br />shall not be placed within bluff impact zones. <br />2. Commercial or industrial land uses without water-oriented uses shall be located on lots or <br />parcels without public waters frontage, or, if located on lots or parcels with public waters <br />frontage, the principal structure, accessory buildings and parking areas, shall either be set <br />back 150 feet ITom the ordinary high water level or be setback 100 feet and be 50% <br />screened by opaque vegetation ITom view ITom the water by vegetation or topography, <br />assuming summer, leaf-on conditions. <br /> <br />18.050 General Design Criteria For Structures. <br /> <br />18.050.1 Low Floor Elevations. All habitable structures constructed within the overlay district <br />shall be built with their lowest floor, including basement, no lower than the following elevation <br />criteria, which ever provides the greater degree of protection as determined by the city engineer: <br /> <br />1) <br /> <br />two feet above the 100 year flood elevation, if known; or <br /> <br />2) <br /> <br />at least three feet above the highest known water level, or three feet above the ordinary <br />high water level, whichever is higher; or <br /> <br />13 <br />
