<br />3) For any filling or excavating on developed land zoned R-l or R-2 where the site is one <br />acre or greater and the proposed fill/excavation exceeds 1,000 cubic yards. <br /> <br />4) For any filling or excavating on undeveloped land zoned R-l or R-2 where the site is less <br />than one acre and the proposed fill/excavation exceeds 2,000 cubic yards. <br /> <br />5) For any filling or excavating on undeveloped land zoned R-l or R-2 where the site is <br />greater than one acre and the proposed fill/excavation exceeds 4,000 cubic yards. <br /> <br />6) F or any filling or excavating on developed commerciallindustrial property where the site is <br />less than 2.5 acres and the proposed fill/excavation exceeds 2,500 cubic yards. <br /> <br />7) F or any filling or excavating on developed commerciallindustrial property where th51te is <br />greater than 2.5 acres and the proposed fill/excavation exceeds 5,000 cubic yards. <br /> <br />8) F or any filling or excavating on undeveloped commerciallindustrial property where the site <br />is less than 2.5 acres and the proposed fill/excavation exceeds 5,000 cubic yards. <br /> <br />9) F or any filling or excavating on undeveloped commerciallindustrial property where the site <br />is greater than 2.5 acres and the proposed fill/excavation exceeds 10,000 cubic yards. <br /> <br />18.090.4 All applications for permits for grading and filling activities or land disturbances within <br />the overlay district resulting in more than one acre of exposed soil shall be accompanied by plans, <br />specifications, and completion schedules in conformance with the "Ramsey County Erosion and <br />Sediment Control Handbook" prepared by the Ramsey Soil and Water Conservation District, <br />1989 as amended. <br /> <br />18.090.5 All building permits involving any excavation, fill or grading shall contain special <br />provisions that specify; <br /> <br />1) ~hat the permittee is responsible for the cleanup and any damages resulting from soil <br />eroded from the building site onto public streets and storm sewer system and/or any <br />adjoining private property; and <br /> <br />2) that the permittee shall install and maintain either silt fencing along the lot boundaries <br />where runoff is possible to public streets and adjoining private property or maintain a <br />temporary mulch on all exposed soil at a rate specified by the City Engineer. <br /> <br />18.090.6 Shoreland Alterations. Alterations of vegetation and topography shall be regulated to <br />prevent erosion into public waters, fix nutrients, preserve shoreland aesthetics, preserve historic <br />values, prevent bank slumping, and protect fish and wildlife habitat. Fill and grading activities <br />within shoreland shall comply with Section 18.090.3,1 through 9 and 18.090.4. <br /> <br />18.091 Vegetation Alterations in Shoreland Areas. <br /> <br />18.091.1 Vegetation alteration necessary for the construction of structures and roads and parking <br />areas regulated by Section 18.040 through 18.045 of this code are exempt from the vegetation <br />alteration standards that follow. <br /> <br />24 <br />
