Regular City Council Meeting <br />Monday, November 16, 2015 <br />Page 38 <br />Councilmember Willmus stated his interpretation was that public improvements <br />did not inchide a park, but involved public infrastructure. <br />Councilmember Etten noted that Attachment D, letter A(page 7) already ad- <br />dressed that, opining that provided a working definition of public improvements. <br />Mayor Roe also noted it was defined elsewhere in City Code. <br />Community Developinent Director Paul Bilotta noted that one reason "public im- <br />provements" were not included as a required area, is any conceptual plan would <br />return before the City Council anyway, providing rationale for wiping out trees, <br />and the City Council could address each case at that time, either for tree replace- <br />ment or using tree preservation guidelines as a standard, allowing thein that con- <br />trol. Therefore, Mr. Bilotta advised that there was no reason to force the city to <br />do what it could already do on its own; opining that when the Planning Coinmis- <br />sion made that recoinmendation they were simply tying the city's hands in an area <br />not necessary to be done. <br />Based on that feedback, Councilmember Etten offered his support of the motion. <br />Roll Call (Amendment) <br />Ayes: McGehee, Willmus, Laliberte, Etten and Roe. <br />Nays: None. <br />On page l, line 26, Mayor Roe suggested language to add "in inches" after diame- <br />ter as referenced on the next page to again ad "in inches" (page 2, line 50). <br />On page 9, Section I.2.b, Mayor Roe reverted back to Councilmember Etten's <br />suggested revised language to indicate what was desired for DBH and significant <br />or heritage trees, and aslced if specific language was also needed in this section. <br />MOTION <br />Willmus moved, Laliberte seconded, to extend the meeting curfew to the conclusion of this <br />item. <br />Roll Call <br />Ayes: McGehee, Willmus, Laliberte and Roe. <br />Nays: Etten. <br />Motion carried. <br />Councilmember Etten stated he felt uncoinfortable malcing that language change <br />at this time, since it represented a significant change versus an update asked for <br />being allowed to keep coinponents of the existing tree plan. <br />
