Regular City Council Meeting
Monday, November 16, 2015
Page 9
City Council could not use its EDA powers to purchase park land. Therefore,
Councilmember Etten noted this brought up one concern he had in the lacic of
other monies available froin which to purchase park land if something should
come up. If this fund was drained for CIP versus land purchase, while recogniz-
ing it represented one-time fiinds and was not considered a steady source of fund-
ing, Councilmember Etten expressed concern that the City would find itself in a
position unable to finance potential parlc acquisitions. Furthermore, Coun-
cihnember Etten noted that some of the redevelopinent or development in Twin
Lakes may be through parcel combinations that inay not kick-in park dedication
fees, and thus not provide that anticipated funding going forward.
Councilmeinber Etten expressed his support for the 1/3 designated for park iin-
proveinents and 2/3 for park acquisition. Councilinember Etten noted that, once
the City finalized the Owasso Ballfields' purchase, the fund would already be
around that $1 million threshold and any future acquisitions would be affected go-
ing forward. Specific to potential acquisitions around Langton Lake as Coun-
cilmember McGehee referenced, Councilmember Etten noted that this was ad-
dressed both in the Park Master Plan update and Renewal Prograin with residents
in SW Roseville continuing to express interest in pursuing that, as well as de-
mands expressed to do so by those living in that area on several different occa-
sions. Councilmember Etten encouraged the City to lock this recoinmendation up
for future and long-term purposes, opining that the money needed for such an ac-
quisition at Langton Lake could result in spending down the fund quite quicicly.
Councilmember Laliberte also thanked both Finance and Park & Recreation
Commissioners for their work on this policy and their recommendations, recog-
nizing it was not easy with variable and strong opinions abounding, but express-
ing her appreciation for their suggestions. Councilmember Laliberte agreed that
the community was pretty well-developed causing future funding to be in ques-
tion, particularly in the Twin Lakes and Langton Lake area. However, Coun-
cilmember Laliberte stated she was lceeping an open mind at this point, and even
though there remained ongoing needs for improvements that would not all be
covered by the Park Renewal Project funding approved by a previous City Coun-
cil, it was also necessary to keep in mind what improvements could be made on
the south side.
In relation to specific acquisition in the SW Roseville area around Langton Lake,
presuming those acquisitions are undertaken, Mayor Roe asked the Parks & Rec-
reation Commissioners if their recoininendation was to continue with a$1 million
balance going forward, or if when done, recommend going with a new minimum
for the acquisition allocation of the fiind.
Commissioner poneen responded that the Park & Recreation Cominission's in-
tent was to malce sure a miniinum was allocated for acquisition to keep it built up.
While not insistent to the $1 million ininimum, Coininissioner poneen advised
