I/ /5a J4 I/VQr s <br /> 1 TITLE: Chapter 203 Public Safety Commission (11/15 — Roe draft) <br /> 2 <br /> 3 (replaces existing Chapter 203 Police Civil Service Commission) <br /> 4 <br /> 5 SECTION: <br /> 6 <br /> 7 203.01: Establishment and Membership <br /> 8 203.02: Scope, Duties and Functions <br /> 9 203.03: Meetings <br /> 10 <br /> 11 203.01: ESTABLISHMENT AND MEMBERSHIP: <br /> 12 <br /> 13 There is established a Public Safety Commission of the City which shall consist of seven <br /> 14 members appointed by the City Council, and which shall be subject to Chapter 201 of the <br /> 15 City Code. <br /> 16 <br /> 17 203.02: SCOPE, DUTIES AND FUNCTIONS; POLICE CIVIL SERVICE <br /> 18 COMMISSION: <br /> 19 <br /> 20 The City Council has determined that it is in the best interests of the City to receive advice <br /> 21 and input from citizens on policy matters related to the safety of the public. <br /> 22 <br /> 23 The duties and functions functiom,of the Commission shall be as follows: <br /> 24 <br /> 25 A. Serve in an advisory capacity to the City Council, Public Works Director, Community <br /> 26 Development Director, Police Chief, and Fire Chief, as appropriate, on new or existing <br /> 27 City Council-established policies related to the safety of the public in the community, <br /> 28 including recommendation of additions, deletions, or amendments to any of the <br /> 29 following: <br /> 30 1. The regulations affecting public safety as contained in Titles 4, 5, 6, and 7, or other <br /> 31 titles, of the City Code; <br /> 32 2. Policies affecting public safety as established by City Council action, such as the <br /> 33 Traffic Management Program and others; <br /> 34 3. The organization and staffing levels of City public safety functions; <br /> 35 4. The provision of equipment, facilities, and other capital resources by the City for <br /> 36 public safety purposes; and <br /> 37 5. The provision of emergency management services by the City. <br /> 38 <br /> 39 B. Consider and advise the City Council on the provision of any public safety related <br /> 40 services to the community jointly with other jurisdictions. <br /> 41 <br /> 42 C. By annual resolution of the City Council,three members of the Commission shall serve <br /> 43 concurrently as the Police Civil Service Commission of the City,the duties of which <br /> 44 shall be those provided in Minnesota Statutes, Chapter 419. <br /> 45 <br />
