Call to Order <br />1 <br />Chair Murphy called to order the Variance Board meeting at approximately 5:30 p.m. and <br />2 <br />reviewed the role and purpose of the Variance Board. <br />3 <br />2. Roll Call & Introductions <br />4 <br />At the request of Member Murphy, City Planner Thomas Paschke called the Roll. <br />5 <br />Members Present: <br />Chair Robert Murphy, Vice Chair James Daire, and Commissioner Chuck <br />6 <br />Gitzen <br />7 <br />Others Present: <br />Alternate Variance Board Member Michael Boguszewski <br />8 <br />Staff Present: <br /> City Planner Thomas Paschke and Senior Planner Bryan Lloyd <br />9 <br />3. Review of Minutes <br />10 <br />MOTION <br />11 <br />Member Daire moved, seconded by Member Gitzen to approve meeting minutes of June 3, <br />12 <br />2015 as presented. <br />13 <br />Ayes: 3 <br />14 <br />Nays: 0 <br />15 <br />Motion carried. <br />16 <br />4. Public Hearings <br />17 <br />Chair Murphy reviewed the protocol for public hearings and subsequent process. <br />18 <br />a. PLANNING FILE No. 15-013 <br />19 <br />Request by North American Banking, owner of the property at 2230 Albert Street, <br />20 <br />for a variance to Roseville City Code, Section 1005.02.F (Materials), for a greater <br />21 <br />use of metal siding on a building exterior <br />22 <br />Chair Murphy opened the public hearing at approximately 5:32 p.m. <br />23 <br />City Planner Thomas Paschke summarized the request for this case as detailed in the <br />24 <br />project report dated July 1, 2015 and attachments. Mr. Paschke reviewed various code <br />25 <br />requirements, requested variances, and staff’s analysis of those specifics as a <br />26 <br />prerequisite for approval. <br />27 <br />Mr. Paschke noted the Bank is planning a complete and major remodeling of the <br />28 <br />Roseville branch, originally constructed as a U. S. Post Office in 1965, later remodeled <br />29 <br />into a law firm, and then morphing into the current bank use in 1998. Mr. Paschke <br />30 <br />advised that the proposed metal siding material for the exterior dos not conform to <br />31 <br />current zoning code. Mr. Paschke noted the unique aspects of this older building and <br />32 <br />need to update the exterior and challenges in modifying materials for a more modern <br />33 <br />appeal, while still complementing the existing 1965 brick work that will remain, and <br />34 <br />provide balance and some uniformity on all sides of the building. <br />35 <br />Member Daire noted last month’s variance request by Pizza Lucé and this request <br />36 <br />involved metal siding to be architecturally pleasing that had been discouraged in the past <br />37 <br />to avoid the use of corrugated type material for siding. Member Daire suggested an <br />38 <br />amendment to zoning code text, it may serve to allow material review as an <br />39 <br />administrative variance versus formal hearing before the Variance Board. <br />40 <br />Mr. Paschke reported that such a text revision was on staff’s radar for future approval by <br />41 <br />the Planning Commission to amend code as industry standards have changed since <br />42 <br />adopting the zoning code with materials now more aesthetically pleasing even beyond <br />43 <br />this type of material. <br />44 <br /> <br />
