Ordinance Number 1172 AN ORDINANCE AMENDING CITY CODE SECTIONS 1004.01,3a-c (SURFACING OF PARKING) and SECTION 703.03 AND 703.04 (DRIVEWAY AND PARKING REQUIREMENTS) The City Council of the City of Roseville does ordain: I. Section 1004.01 ,03 of the City Code is hereby amended as follows: 3. Surfacing of Parking Areas: a. All open off-street parking lots or areas shall be constructed of bituminous, concrete or other paving material approved by the Public Works Director. b. New parking lot surfacing shall be a minimum of two inches (2") of bituminous pavement over an appropriate base. c. Concrete curb and proper setbacks shall be required if the parking lot is constructed, regraded or reconstructed with a one inch (I") lift or greater of bituminous pavement, except: (1) In R-I and R-2 districts where the principle structure is single family or duplex. (2) Parking lot seal coat or surface treated. 3) Minor patching or surface repair (overlay less than 25 percent). d. The construction of any new parking areas in any zoning district except R-I and R-2, and all other repairs, remodeling and additions if the construction involved increases the overall size of the parking lot by ten percent (10%) or in the event that the construction increases the assessor's market value by over twenty percent (20%), shall require site plan review as described in Section 1010.16. e. All construction which repairs or remodels or alters a parking lot between ten percent (10%) and fifty percent (50%) of its size shall not be required to meet all of the criteria outlined above. A percentage of expansion between ten percent (1 0%) and fifty percent (50%) or a monetary i m provem ent between twenty percent (20%) and fifty percent (50%) would require a proportional level of improvement.
