<br />Ordinance Number 1172 <br /> <br />AN ORDINANCE AMENDING CITY CODE SECTIONS 1004.01,3a-c (SURFACING OF <br />PARKING) and SECTION 703.03 AND 703.04 (DRIVEWAY AND PARKING <br />REQUIREMENTS) <br /> <br />The City Council of the City of Roseville does ordain: <br /> <br />I. <br /> <br />Section 1004.01 ,03 of the City Code is hereby amended as follows: <br /> <br />3. Surfacing of Parking Areas: <br /> <br />a. All open off-street parking lots or areas shall be constructed of bituminous, <br />concrete or other paving material approved by the Public Works Director. <br /> <br />b. New parking lot surfacing shall be a minimum of two inches (2") of <br />bituminous pavement over an appropriate base. <br /> <br />c. Concrete curb and proper setbacks shall be required if the parking lot is <br />constructed, regraded or reconstructed with a one inch (I") lift or greater of <br />bituminous pavement, except: <br /> <br />(1) In R-I and R-2 districts where the principle structure is single family <br />or duplex. <br /> <br />(2) Parking lot seal coat or surface treated. <br /> <br />3) Minor patching or surface repair (overlay less than 25 percent). <br /> <br />d. The construction of any new parking areas in any zoning district except R-I <br />and R-2, and all other repairs, remodeling and additions if the construction <br />involved increases the overall size of the parking lot by ten percent (10%) <br />or in the event that the construction increases the assessor's market value <br />by over twenty percent (20%), shall require site plan review as described in <br />Section 1010.16. <br /> <br />e. All construction which repairs or remodels or alters a parking lot between <br />ten percent (10%) and fifty percent (50%) of its size shall not be required to <br />meet all of the criteria outlined above. A percentage of expansion between <br />ten percent (1 0%) and fifty percent (50%) or a monetary i m provem ent <br />between twenty percent (20%) and fifty percent (50%) would require a <br />proportional level of improvement. This proportional requirement will be <br />determined by the Development Review Committee subject to appeal to the <br /> <br />J: \char\ wp \reso I uti\2driveway. ord <br />
