REQUEST FOR HRA ACTION 1 2In 2012, the Roseville HRA updated its strategic plan to identify specific items for the RHRA to focus 3on over a five-year period (2012 – 2016). The items identified in the strategic plan served as a basis 4for the annual work plan of the RHRA as well as the annual RHRA budget. Overall, the Board has 5been successful in accomplishing the items identified in the 2012 – 2016 Strategic Plan. 6Since the Council has provided areas that they want to focus on over the next couple of years, the 7RHRA Board directed staff to work with Barbara Raye to update the RHRA Strategic Plan to ensure 8that it aligns with the Council’s Policy Priorities Planning. The updated Strategic Plan would cover 3 9years (2015 – 2018) so that it fully aligns with the Council’s Policy Priorities timeline. 10Staff has contacted Barbara Raye of the Center for Policy, Planning, and Performance to discuss the 11use of her services. Attached is Ms. Raye proposal along with her biography for HRA Board 12consideration. 13Ms. Raye is proposing to facilitate the RHRA Board discussion for the strategic plan in a series of 14three meetings, with City Council involvement in two of those meetings. The cost of these services is 15approximately $2,700. Funds of $10,000 were budgeted for an intern to review the rental registration 16program, however, Staff got a paid intern through a University of Northwestern University program so 17the $10,000 budgeted for the intern could be reallocated to the update of the strategic plan. 18 19The RHRA Board should approve the hiring of Barbara Raye of the Center for Policy, Planning, and 20Performance to facilitate and assist with an update of the 2012 2016 Roseville HRA Strategic Plan.
