REQUEST FOR ECONOMIC DEVELOPMENTAUTHORITY ACTION <br />Date:January 4, 2016 <br />Item No.:10.e <br />Department ApprovalExecutive Director Approval <br />Item Description:REDA Next Steps <br />B <br />ACKGROUND <br />1 <br />TheRoseville Economic Development Agency (REDA)agenda for January 4 contains a number <br />2 <br />of procedural actions to make the REDA function. <br />3 <br />However, in order to reach its full effectiveness, additional operational discussion will need to <br />4 <br />occur with the City Council regarding the strategic vision for the City’s housing and economic <br />5 <br />development program. <br />6 <br />Some of this strategic vision has already started with the City’s Priority Plan and staff is <br />7 <br />currently working on its implementation. <br />8 <br />Staff is targeting the February 8 City Council meeting to begin thispolicy discussion. We are <br />9 <br />waiting until that meeting due to a January agenda schedule that already looks to be pretty full <br />10 <br />given the holiday break periodand other items that normally occur in the first month of the year. <br />11 <br />At the February 8 meeting,we anticipate bringingthe City Council the following background <br />12 <br />information: <br />13 <br />Information regarding the current budget/financial status of the REDA <br />14 <br />Update on the Priority Plan implementation progress <br />15 <br />More detail regarding the existing programs that were inherited from the RHRA <br />16 <br />Staff will provide some background narrative regarding issues and opportunities the City Council <br />17 <br />may wish to consider, but the primary goal of the meeting is to provide information and listen to <br />18 <br />the issues and opportunities the City Council would like to see addressed. Following the receipt <br />19 <br />of direction at the February 8 meeting, Staff would anticipate at least one follow up meeting to <br />20 <br />begin to bring forward implementation of that policy direction which could include actions such <br />21 <br />as providing additional information, revising budget priorities, reorganization, new programs, <br />22 <br />modifyingexisting programs, etc. <br />23 <br />In the period between January 1 and whenever any policy direction should change,the housing <br />24 <br />and economic development programs will continue to move forward as they have previously. As <br />25 <br />part of the assumption of actions from the RHRA, the REDA has absorbed the RHRA budget, so <br />26 <br />we are still able to pay salaries, incur normal operating expenses, operate existing programs etc. <br />27 <br />without any actions from the REDA per the normal City financial procedures which the REDA <br />28 <br />has adopted. <br />29 <br />REDA Next StepsPage 1of 2 <br /> <br />
